Budget Committee Meeting <br />September 10, 1999 <br />Page 5 <br />surveyed is basically anywhere from two and one -half to three percent <br />except one and it was two and one -half and they proposed five percent <br />for the fire and police departments. Mr. Wilson said one community <br />proposed an average of three percent and some people got zero and <br />others got as much as six percent. It was mixed, but in an average it <br />would be three percent. <br />Mr. Wilson said that one of the things that he asked Mr. Anderson for, <br />and one of the things that he was concerned about in the budget was the <br />difference between what he was looking at in the budget and how much <br />there was if no one received their raises or steps, and he said it was <br />approximately $215,000.00. City Manager Malone advised that the funds <br />he removed from the budget were all related to department heads and <br />they are at a step four or five and eligible to receive a raise should he <br />look at a survey and see that they should receive the step. Mr. Wilson <br />said he is comfortable with a gross of 3% increase in the total payroll, <br />and it would be the responsibility of the City Manager or the City Council <br />to distribute the percentage. <br />Mr. Wilson commented that in the Street and Alley account, the City of <br />Paris has done a great job improving the streets, and at this point he <br />feels they should look at instead of going up $125,000.00 in the Street <br />and Alley account, start putting in some of the needed pipe lines. He felt <br />that they should take care of the people within the inner city and in these <br />areas where they do not have water, and felt that should be addressed <br />to the same tune as a street. He suggested that we move the streets <br />back for a few years and bring the water pipes forward for upgrading. <br />He pointed out that instead of going in and spending a huge amount of <br />money, and then having to have a bond issue to cover the cost that we <br />do this on a step by step basis until the problem could be solved. <br />City Manager Malone responded that regarding that suggestion, the <br />Water and Sewer Fund is an enterprise fund which pays its own way and <br />pays for all the water and sewer related expenses. There are funds that <br />are budgeted in the Water and Sewer Fund that are used to purchase <br />material and repair and overlay streets as relates to what the Water and <br />Sewer Fund activities have done to the streets.
