Budget Committee Meeting <br />September 10, 1999 <br />Page 6 <br />advised that their problem has been that the EPA enforcement has <br />caused the City to spend on items the EPA considers high priority and <br />our water and sewer line replacement program has suffered. City <br />Manager Malone said they had made a lot of progress in water and <br />sewer lines, and most of that has been paid for out of bond funds, but <br />there has been some paid for out of accounts in the Water and Sewer <br />Fund. City Manager Malone said there are funds available and there are <br />priorities and he would be bringing those to the City Council, but the list <br />of projects far exceeds the revenue available. <br />Councilman McWaters said he would like to see a two percent pay <br />increase, not necessarily three, or he would like to see an across the <br />board amount plus a percentage. He suggested a $500.00 or $600.00 <br />across the board, or say one or one and one -half percent and divide the <br />balance across the board, which would be a specific amount of money <br />plus a percentage. <br />Councilman McWaters said he would like to see another Code <br />Enforcement Officer and maybe two of them because there is no way <br />that Mr. Alexander can do all the work that is needed. City Manager <br />Malone advised that there are funds in the budget under the <br />Miscellaneous account in the Fire Department which pays for removal <br />of houses and cutting down the trees and it was his thought that they <br />might hire part time people in the peak season. The City Manager felt <br />that this could be addressed in the proposed budget. <br />Mr. Wilson wanted to clarify with Councilman McWaters the salary <br />increase that he proposed. He wanted to know if Mr. McWaters was <br />saying that you want so much for everyone plus a percent on top of that. <br />Councilman McWaters advised that he wanted it to not exceed three <br />percent, like give one percent for everyone then take the balance and <br />divide it up by the number of employees. City Manager Malone said one <br />effect that would have would be negative, in that the step and grade <br />pay plan would no longer be functional. Councilman McWaters said he <br />would like to see it go towards the lower paid employees and go up. Mr. <br />Anderson suggest that they could give an across the board increase <br />plus a one time dollar amount such as a bonus and it would not affect <br />
