Budget Committee Meeting <br />September 10, 1999 <br />Page 7 <br />the pay plan. <br />Councilman McWaters said he still has concerns regarding the dive <br />team. He felt the county should pay for a part of the cost, or on a charge <br />basis when it is out in the county. City Manager Malone said this could <br />certainly be explored. <br />Councilman McWaters said one of the other things he is concerned with <br />is the five policemen which are funded by grants. There is going to <br />come a time when the grants are not available. Karl Louis, Police <br />Chief, said he thought there is a misunderstanding. He said that the <br />only other officers they are trying to obtain are two additional officers. <br />City Manager Malone said he thinks where the confusion is that officers <br />were added during the year due to grants, and in looking at this budget <br />it would be five more than we actually budgeted the last time, and that <br />has happened because of getting grants. <br />Mr. Battles said he was comfortable with the budget. He agreed with the <br />concerns about water lines, the dive team and the Code Enforcement <br />Officers. Mr. Battle said his one question is why is there a hesitation <br />about going to a five percent increase in salary. <br />Councilman Gray said he agrees with the dive team and the county <br />should pay their fair share. Councilman Gray stated that there is Rev. <br />Walter Williams, Rev. Rondie Williams, and Addie Bufford along with <br />himself who are four minority Councilmen and their streets have never <br />been overlayed. He feels like if you start scaling back on that program <br />that they are getting slighted. He stated that the street overlay program <br />should continue. Councilman Gray suggested that City Manager Malone <br />consider the idea of putting a police officer with the Code Enforcement <br />Officer to help cut down on verbal abuse. <br />Chairman Pfiester called for a vote on the pay raise of 5% for city <br />employees. The vote was 4 ayes, 3 nays. Councilman Gray, Mr. Vincent <br />Battles, Chairman Pfiester, and Corby Severance by proxy voting for 5% <br />and Councilman McWaters, Mr. Wilson, and Mr. Baker voting no. <br />
