A letter of explanation and request is provided in the documentation from the pension board. <br />support this request and suggest that it would be both fair and in the best interest of the city. I <br />ask that this matter receive priority review and adoption. <br />SECTION TWO: PERSONNEL REQUESTS <br />1. Secretary Reclassification <br />I request that the Clerk position be increased back to where it was, Secretary. The other Clerk III <br />position is provided for in the EMS budget and this is requested to be placed at the level of Clerk <br />IV. In the Code Enforcement section, I have detailed a request which adds a Clerk III position. <br />2. Fire Department Assistant Fire Marshal <br />Four years ago the position of Assistant Fire Marshal was discontinued. I stated at the time that <br />this was a serious loss to the department and I have continued to refresh this opinion at every <br />opportunity. If the position "name and grade" bothered management, make whatever changes <br />are needed, but put a person back to work. The bottom line is that the Fire Marshal has got to <br />have assistance. <br />It is recommended that we re -open the position with this budget program and I want this to be <br />made a priority. <br />3. Clerk Position <br />The work load has increased in all areas to the point that an additional clerk position is justified. <br />I am requesting the addition of a Clerk III, assigned to the Fire Department. Primarily the <br />position will assist Code Enforcement but also used to assist with EMS and fire department <br />duties. Job duties would consist of completing formal violation notices, researching property <br />owners, and tracking violations for re- inspection. This person would manage the dilapidated <br />housing records and reports so that this is not split between several persons. Other duties would <br />include meeting the public when they come to the office and answering phones.. When the <br />position is available, other work needs would include coding fire and inspection reports, <br />maintaining department maintenance reports, and a host of other work that is standardized for <br />each of the departments. <br />This position will relieve the secretary so that she can handle the formal reporting, scheduling, <br />record keeping, and time sheets for the entire department. This type of work is currently <br />performed by myself and other departmental officers . <br />As the records are time consuming, this position will allow the Training Officer, Deputy Chiefs, <br />Fire Marshal, EMS Deputy Chief, and myself to do work that is not clerical. <br />
