PLANNING AND ZONING COMMISSION MEETING <br />February 2, 1998 <br />The Planning and Zoning Commission met Monday, February 2, 1998, at 5:30 in the City - <br />Hall- Council Room, Paris, Texas with the following members present: <br />1. Reeves Hayter, Chairman 5. Marshall Kent <br />2. Louis Yates, Jr. 6. Curtis Fendley <br />3. Bobby L. Myers 7. Cesar Horta <br />4. Michael Dangerfield <br />Earl Smith, the City Engineer, was also present. <br />The meeting was called to order by Reeves Hayter. <br />1. The minutes from the January 5, 1998, regular planning and zoning meeting were <br />approved with a motion by Curtis Fendley and seconded by Bobby L. Myers. The <br />motion carried by a vote of 6 ayes and 0 nays. <br />2. Public hearing to consider the petition of A.W. Clem for a change in zoning <br />from a One - Family Dwelling District No.2 (SF -2) to an Office (0) District on Lot <br />8G, City Block 287, being number 3605 Clarksville Street. <br />Chairman Reeves Hayter asked to be excused from consideration of this item. <br />Bobby L. Myers made a motion, seconded by Marshall Kent that Chairman Hayter <br />be excused from consideration of this item and the motion carried 6 ayes and 0 <br />nays. <br />The public hearing was declared open. <br />Ms. Mary Clark, attorney representing A. W. Clem, spoke in favor of the zoning <br />request concerning the home of Dr. and Mrs. Joplin proposing to divide the property <br />with property along Clarksville Street from 36th Street S.E. to the property line be <br />zoned Office and the remainder be Single Family District No. 2. Single Family <br />District No. 2 access to 36th Street S.E. <br />Mr. Homer Thornton, 1110 36t' Street S.E., spoke in opposition stating that the <br />street exists as a quiet single family neighborhood. After reviewing the ordinance, <br />he finds that some uses allowed in Office District are unacceptable. Mr. Thornton <br />named several uses that they oppose. He stated the fear of property devaluation. <br />Approximately twenty -five (25) neighborhood residents were present and stood to <br />show support for Mr. Thornton's opposition. <br />There was no further opposition, the public hearing was declared closed. <br />3. Consideration of and action on the petition of A.W. Clem for a change in <br />zoning from a One - Family Dwelling District No. 2 (SF -2) to an Office District <br />(0), on Lot 8G, City Block 287, being number 3605 Clarksville Street. <br />
