Myers, to allow Chairman <br />Reeves Hayter to return to the meeting. The motion carried 6 ayes and 0 nays. <br />4. Public hearing to consider the petition of Larry Goforth for a change in zoning <br />from a One - Family Dwelling District No. 2 (SF -2) to a Commercial District (C), <br />on Lot 14, City Block 262, being number 1310 20th Street N.E. <br />The public hearing was declared open. <br />Mr. Larry Goforth, 1310 20t" Street N.E., spoke in favor of the zoning request stating <br />that he has a buyer for the property who has a small appliance repair. He stated <br />that the property has a shop building suitable for appliance repairs with the existing <br />home remaining. Mr. Goforth stated that if this buyer falls thru that he still wants to <br />obtain the commercial zoning requested. <br />There was no opposition, the public meeting was declared closed. <br />5. Consideration of and action on the petition of Larry Goforth for a change in <br />zoning from a One - Family Dwelling District No. 2 (SF -2) to a Commercial <br />District (C), on Lot 14, City Block 262, being number 1310 20th Street N.E. <br />Motion was made to disapprove the requested zoning change by Curtis Fendley <br />and seconded by Louis Yates. The motion carried by a vote of 7 ayes and 0 nays. <br />6. Public hearing to consider the petition of Hayden Swaim for a change in <br />zoning from a One - Family Dwelling District No. 3 (SF -3) to a Planned <br />Development - Community Unit Development District (PD -b) on Lots 1, 3, 4 and <br />5, Block A, Summerwood Estates and on Lots 1, 2, 3, and 4, Block B, <br />Summerwood Estates. <br />Mr. Hayden Swaim spoke in favor of the zoning request stating that he wants bigger <br />homes with zero lot lines than was planned by previous owner. He explained that <br />he wanted double carports and the setback to be sixteen (16) foot with 1500 to <br />1600 square foot house. <br />The Planning and Zoning Commission discussed with Mr. Swaim the setback and <br />they agreed to a twenty (20) foot carport setback and forty (40) foot building <br />setback for the house both from the curb. <br />Mr. Eddie Vincent spoke in opposition stating that he has property on the north, <br />south and east and is concerned about building setbacks. He stated that he hopes <br />to develop his property into twenty (20) to twenty -five (25) lots, and he is afraid that <br />this may adversely effect his plans. He stated that he wanted the setbacks to <br />
