Motion was made to deny, no stated need at this time. Motion was made by Joe <br />McCarthy and seconded by Curtis Fendley. Motion carried by a vote of 6 ayes <br />and 2 nays. <br />4. Public Hearing to consider the petition of A.W. Clem for a change in zoning <br />from a One - Family Dwelling District No. 2 (SF -2), to a Neighborhood Service <br />(NS), Lot 1, City Block 226A, being number 2131 Clarksville Street. <br />The public hearing was declared open. <br />Mr. A.W. Clem spoke in favor of the petition stating that there is no contract to <br />buy house at this time. Property cannot be advertised as Commercial and will not <br />sell as residential. Clem fears the property will be degraded. <br />Ms. Jessee, 2030 Clarksville, stated that Realtors are saying that property will not <br />sell at fair price unless it is rezoned. <br />Mr. J.D. McLaughlin opposed, stating problems such as in item 42. No stated <br />need at this time, opens too many possibilities. <br />Earl Smith read from ordinance some uses allowed in Neighborhood Service. <br />There was no further opposition, the public hearing was declared closed. <br />5. Consideration of and action on the petition of A.W. Clem for a change in <br />zoning from a One - Family Dwelling District No. 2 (SF -2), to a Neighborhood <br />Service (NS), Lot 1, City Block 226A, being number 2131 Clarksville Street. <br />Motion was made to deny by Joe McCarthy and seconded by Reeves Hayter. <br />Motion carried by a vote of 6 ayes and 2 nays. <br />6. Public Hearing to consider the petition of Linda Ford for a change in zoning <br />from a One- Family Dwelling District No. 1 (SF -1), to a Neighborhood Service <br />District (NS), Lot 10, Block 1, Springlake Addition, being number 350 N.E. <br />29th Street. <br />The public hearing was declared open. <br />Ms. Linda Ford, 350 29th N.E. Street, spoke in favor of the petition stating she <br />wants to put in a beauty shop for her daughter, who lives on the property. <br />There was no opposition, the public hearing was declared closed. <br />7. Consideration of and action on the petition of Linda Ford for a change in <br />zoning from a One - Family Dwelling District No. 1 (SF -1), to a Neighborhood <br />
