PLANNING AND ZONING COMMISSION MEETING <br />December 7, 1998 <br />The Planning and Zoning Commission met Monday, December 7, 1998 at 5:30 in the <br />City Hall - Council Room, Paris, Texas with the following members present: <br />1. Reeves Hayter 4. Marshall Kent <br />2. Joe McCarthy 5. Bobby L. Myers <br />3. Cesar Horta <br />Earl Smith the City Engineer and Scott Foster, the City Attorney, were also present. <br />The meeting was called to order by Reeves Hayter. <br />The minutes from the November 2, 1998, regular planning and zoning meeting <br />were approved with a motion by Bobby L. Myers and seconded by Joe McCarthy. <br />Motion carried by a vote of 5 ayes and 0 nays. <br />2. Public Hearing to consider the petition of Rhonda Thacker for a change in <br />zoning from a One - Family Dwelling District No. 3 (SF -3) to a One - Family <br />Dwelling District No. 3 (SF -3) With Specific Use Permit (39) Mobile Home, <br />Lot 5, Block 7, being number 920 N.E. 12th Street, Belmont Addition. <br />The public hearing was declared open. <br />There was no one present to speak in favor of the petition. <br />Mr. Bill Clayton, 1178 E. Grove, presented a letter in opposition stating that <br />property values would be hurt and the neighborhood would deteriorate. There <br />are disturbances from the only other mobile home in the neighborhood. There are <br />4 dogs (loose) and chickens. <br />There were also five other letters from John Holt, Bobby Jones, Betty Houston, <br />Tony L. Gunn, and Shelton Stephens presented in opposition to the petition. <br />No further opposition, the public hearing was declared closed. <br />3. Consideration of and action on the petition of Rhonda Thacker for a change <br />in zoning from a One - Family Dwelling District No. 3 (SF -3) to a One - Family <br />Dwelling District No. 3 (SF -3) With Specific Use Permit (39) Mobile Home, <br />Lot 5, Block 7, being number 920 N.E. 12th Street, Belmont Addition. <br />
