PLANNING AND ZONING COMMISSION MEE l r <br />TING <br />March 2, 1998 <br />The Planning and Zoning Commission met Monday, March 2, 1998 at 5:30 in the City Hall - <br />Council Room, Paris, Texas with the following members present: <br />1. Reeves Hayter - Chairman 5 Joe McCarthy <br />2. Eva Flenniken 6. Marshall Kent <br />3. Michael Dangerfield 7. Cesar Horta <br />4. Bobby L. Myers 8. Curtis Fendley <br />Earl Smith, the City Engineer, was also present. <br />The meeting was called to order by Reeves Hayter. <br />1. The minutes from the, February 2, 1998, regular planning and zoning meeting were <br />approved with a motion by Curtis Fendley and seconded by Eva Flenniken. The motion <br />carried by a vote of 8 ayes and 0 nays. <br />2. Public Hearing to consider the petition of Hayden Swaim for a change in zoning <br />from a One - Family Dwelling District No. 3 (SF -3) to a Planned Development (PD -b) <br />Housing Development or Community Unit Development District, Lots 1, 3, 4, and 5, <br />Block A, Summerwood Estates and Lots 1, 2, 3, and 4, Block B, Summerwood <br />Estates. <br />The public hearing was declared open. <br />Hayden Swaim spoke in favor of the zoning request stating that he wants to set houses 21 <br />feet behind the curb. This would be a 10 feet front yard from right -of -way and 0 feet side <br />yard. Mr. Swaim passed around pictures of Primrose I and 11 where houses are set back <br />21 feet from the curb. Mr. Swaim presented a letter from Mayor, Eric Clifford, in support <br />of the request. <br />Malcolm Heuser, 430 42nd N.E., is satisfied with Mr. Swaim's plan but would like <br />parking in rear. <br />Eddie Vincent, 330 42nd N.E., spoke in opposition, he thinks that thru streets is just a <br />way to evade ordinance. He thinks carports in the front are unsightly. <br />There was no further opposition, the public hearing was declared closed. <br />3. Consideration of and action on the petition of Hayden Swaim for a change in zoning <br />from a One - Family Dwelling District No. 3 (SF -3) to a Planned Development (PD -b) <br />Housing Development or Community Unit Development District, Lots 1, 3, 4, and 5, <br />
