5. Public Hearing to consider the petition of April Helms for a change in zoning from a <br />One - Family Dwelling District No. 2 (SF -2) to a One -Family Dwelling District No. 2 (SF- <br />2) With Specific Use Permit (25) Nursery and Daycare, Lot 4, Block A, York Addition, <br />being number 335 York Street. <br />The public hearing was declared open. <br />April Helms, 335 York Street, spoke in favor of the petition stating that she wants to provide <br />a daycare in her home to care for up to 12 children and her home meets requirements for 12 <br />children. She will not add onto house or erect any signs. <br />Susan Baldwin, 325 York Street, asked questions regarding business hours and if there were <br />any stipulations —there were none. She also asked if zoning remained with property if the <br />resident moved away, the answer was, "yes ". She has a dog and was concerned with <br />children sticking their hands through the fence and being bitten. Mr. Helms said a wooden <br />fence would be built to prevent this. <br />6. Consideration of and action on the petition of April Helms for a change in zoning from <br />a One - Family Dwelling District No. 2 (SF -2) to a One - Family Dwelling District No. 2 <br />(SF -2) With Specific Use Permit (25) Nursery and Daycare, Lot 4, Block A, York <br />Addition, being number 335 York Street. <br />Motion was made to approve by Michael Dangerfield and seconded by Louis Yates. Motion <br />carried by a vote of 8 ayes and 0 nays. <br />7. Consideration of and action on recommendation of the Final Plat, Brownwood Village, <br />Phase 4. <br />Motion was made to approve by Bobby Myers and seconded by Joe McCarthy subject to the <br />City Engineer's Memo dated December 6, 1999. <br />Meeting adjourned at 6:00. <br />Earl Smith <br />
