Larry Cates spoke in favor of the site plan approval for HWH Investments. Mr. Cates made <br />a presentation of the proposed shopping center. A specific site plan for Home Depot was <br />presented showing the trees being left as a buffer for the residential area along N. Collegiate <br />Street. Drainage issues were addressed with water being retained on the property. All <br />drainage will flow into ponds and no more water than at present rate will flow off property. <br />The design is for a 25 year flood plan. <br />Barry Owen, 3015 Briarwood, expressed concerns regarding fencing stating that he did not <br />think that the fence would be maintained and Wal Mart fence was sited as not being properly <br />taken care of. Mr. Owen was also concerned that the entrance off N. Collegiate would <br />increase traffic. <br />Jeff Starnes, 3025 Briarwood, did not oppose the shopping center but wants safeguards for <br />the neighborhood. Mr. Starnes would like to see a stone or brick fence built on the south <br />property line. Mr. Starnes is also concerned about fence maintenance and 30`h NE and 31" <br />NE providing entrance to the back of the shopping center. Mr. Starnes thinks that delivery <br />should be at the side of the building, not in the rear and hours should be restricted. <br />Richard Manning, 2965 Cypress, is concerned about entrance to the shopping center off N. <br />Collegiate. He thinks it will be a death trap. He wants to see a brick wall (fence) to screen <br />houses from the shopping center. Mr. Manning thinks that lighting should be arranged so <br />as to not be intrusive on the adjacent neighbors. Again, Mr. Manning stated that he does not <br />want access from N. Collegiate to the shopping center. <br />Bill O'Neal, 1220 N. Collegiate, was not opposed to the shopping center but would like to <br />see the creek cleaned up. <br />There was no opposition, the public hearing was declared closed. <br />10. Consideration of and action on the site plan approval requested by Terry Jacobs, Part <br />of Lot 14, City Block 259, being the 2900 Block NE Loop 286. <br />Motion was made to approve by Curtis Fendley and seconded by Louis Yates, Jr. with <br />developers working with the Engineer's office regarding lighting and building a 6' fence on <br />the south side and keeping the green belt on the west side as shown. Motion carried by a <br />vote of 7 ayes and 0 nays. <br />11. Consideration of and action on recommendation of the Preliminary Plat, Paris Towne <br />Crossing Addition, Lots 1 -7, Block 1, being the 3000 Block NE Loop 286. <br />Motion was made to approve by Curtis Fendley and seconded by Marshall Kent, subject to <br />the Building Official's memo dated, November 29, 2000.
