MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL March 5, 1992 The City Council of the City of Paris met in regular session, Thursday, March 5, 1992, 6:00 P. M., City Council Chamber, City Hall, Paris, Texas. Mayor Fisher called the meeting to order with the following Council Members present: Don Shelton, Jim Bell, Millie Ingram, E. W. (Bill) Booth, Billy Joe Burnett, and Emma Smith. Also present was City Manager, Michael E. Malone, City Attorney, T. K. Haynes, and City Clerk, Mattie Cunningham. Joe McCollum, Director of Community Development, was present and presented the minutes of the Planning and Zoning Commission's meeting held March 2, 1992, and attached hereto as part of these minutes as Exhibit A. Mayor Fisher declared the public hearing open to consider the petition of Charles Kitchens for a change in zoning from a Two Family Dwelling District (2F) to a One Family Dwelling District No. 3 (SF -3) and Specific Use Permit - Mobile Home (39) on Lot 14, City Block 159, located at 1010 S. E. 3rd Street. Mayor Fisher called for proponents to appear, and Mr. Charles Kitchens, 351 N. E. 30th Street, came forward telling the Council he had a nice mobile home that he wanted to place on his vacant lot to use for rental property. Mayor Fisher called for opponents to appear, and Travis Thielman, 958 3rd S. E. and Joe Clark, 929 S. E. 3rd spoke in opposition to a mobile home being placed on the lot for rental purposes. No one else appeared, and the public hearing was declared closed. City Manager Malone called for consideration of and action on authorizing the preparation of an ordinance amending Zoning Ordinance No. 1710 changing the zoning from a Two Family Dwelling District to a One Family Dwelling District No. 3 and Specific Use Permit - Mobile Home (39) on Lot 14, City Block 159. A motion was made by Councilman Booth, seconded by Councilman Burnett to deny the zoning change. The motion carried 7 ayes, 0 nays. Mayor Fisher declared the public hearing open to consider the petition of Barbara Harper for a change in zoning from a Two Family Dwelling District (2F) to a One Family Dwelling District No. 3 (SF -3) and Specific Use Permit - Mobile Home (39) on Lot 9, Block 9, Gibbons Branden Addition located at 1222 S. E. 16th Street. Mayor Fisher called for proponents to appear, and Johnny Horton, owner of the property appeared before the Council telling them that Barbara Harper was her sister and she needed a place to put her mobile home. Mrs. Harper told the Council that her sister was in bad health, and with her medical expenses could not afford to continue pay rent.
