i Steve Phillips, 129 29th N. W., representing a :group of concerned citizens of Paris regarding the Civic Center. Mr. Phillips told the Council that they had just gone through a long debate on the use of alcohol in public buildings, and it appears to him that this is not the time to hastily act relating to the Civic Center, which might put us right back to the same debate. Mr. Phillips said that most of the citizens of Paris are excited about the construction of the Civic Center and are supporting it in many different ways, but requested that this item be tabled so that discussion can be held concerning the operation of it in relation to the same issue as the Fairgrounds. Mr. Phillips pointed out that Article 4 that will be amended states that the Civic Center construction project, upon completion, the V &CC will operate the Civic Center until September 30, 1995, and the original contract Article 7 states that upon completion of the Civic Center, the City shall accept title and operate the Civic Center. That is not amended in the material that you have before you. Mr. Phillips further stated that their concern is simply that all of the issues be allowed citizen input, the citizens of Paris just wants to have a say in how the Civic Center is operated. City Manager Malone pointed out that the issue of alcohol served on public property and this proposed amendment to this agreement is unrelated. This agreement would have no impact on whether or not alcohol is permitted. City Manager Malone further explained that the City of Paris has a contractual relationship with the Chamber of Commerce, the Hotel -Motel Occupancy Tax is collected by the City of Paris, and we have contracted with the Chamber of Commerce through 1995 for them to receive the total amount of Hotel -Motel Tax, which is around $182,000.00. In past years, we have contracted also that upon completion of the Civic Center, that it will be given to the City of Paris, and the City of Paris will accept it, now what you have is the revenue to operate the Civic Center with one organization, and the Civic Center in the hands of the other, and you are going to have to make some accommodations to get the two together, otherwise, the City will have to budget money out of the General Fund to operate the Civic Center. City Manager Malone said it would be his recommendation that those people that are most interested and involved in building the Civic Center are the people involved in the Chamber of Commerce, and Visitors and Convention Council', and he did not see any problem in contracting with them to operate it, utilizing that law portion of the Hotel -Motel Occupancy Tax, as well as the revenues from the rental of the center, and therefore, there will be no General Fund monies of the City expended to operate this Civic Center. Mr. Phillips told the Council that his concern is if we can get the City of Paris together supporting this project, and he felt that is was Within the power of the City to do that. Mayor Fisher told Mr. Phillip that in our last meeting which was about three weeks when we spoke about the alcohol issue, he was under the impression at that time that the Ministers would come together and set down and try to resolve that issue, but as of this date nobody from the Minister's Alliance has called the Mayor of the City of Paris and invited him, or asked that we talk about this issue, so I think it is an issue that you people have a lot of concern for, but you do not want him to be a part that particular conversation. Mayor Fisher said it is his belief, and that we would hear input from all citizens of Paris, so before we take action, he would like to appoint a Committee consisting of Councilman Bell as Chairman, Councilman Burnett, and Councilwoman Ingram to set down and meet with citizens regarding the issue of alcohol, and the instruction was to report back to the Council. Mayor Fisher said the City needs to have three public hearings on this matter, one which will be at the Fairgrounds, and hopefully we can use
