MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />January 9, 1992 <br />The City Council of the City of Paris met in regular session, Thursday, <br />January 9, 1992, 6:00 P. M., City Council Chamber, City Hall, Paris, <br />Texas. Mayor Fisher called the meeting to order with the following <br />Council Members present: Don Shelton, Jim Bell, Millie Ingram, E. W. <br />(Bill) Booth, Billy Joe Burnett, and Emma Smith. Also present was ,City <br />Manager, Michael E. Malone, City Attorney, T. K. Haynes, and City <br />Clerk, Mattie Cunningham. <br />A report from the Building Hazard inspection Committee was received by <br />the Council with no action being required at this time. <br />Joe McCollum, Director of Community development, was present and <br />presented the minutes of the Planning and Zoning Commission's meeting <br />held January 6, 1992, and attached hereto as part of these minutes as <br />Exhibit A. <br />Dr. Clarence Temple, 2875 Lewis Lane, representing Friends of Lake <br />Crook, appeared before the Council explaining that they had met with <br />members of the Lake Crook Fishermen's Association and they were in <br />concert, and plan to work together in the restoration of Lake Crook. <br />Dr. Temple advised that the projects that Friends of Lake Crook are <br />responsible for is the assist of clean up of trash in the Lake Crook <br />Park area, to compile a history of Lake Crook, including photographs, <br />and vedio taps, to provide trails in the south part of Lake Crook for <br />hiking, bicycles, and horseback riding. To provide a survey of plants, <br />birds, and animals that are in the Lake Crook area so that these <br />resources can be preserved, to provide cleaning of the undergrowth once <br />the survey is completed, and to assist in the planning for the future <br />of Lake Crook. <br />Jerome Watson, 275 Key West Road, representing the Lake Crook <br />Fisherman's Association, was present presenting a petition containing <br />approximately oximately 100 signatures in support of their proposed projects <br />along with a list of projects 'and goals they wish`to accomplish. Mr. <br />Watson told the Council that the Lake Crook Fishermen's Association is <br />concerned primarily with physical aspect of the Lake and it's <br />restoration. They were concern with the road conditions from the water <br />plant to the boat ramp, and the pier. Mr. Watson said there was a lot <br />of work to be done in the park area where the picnic tables are. Mr. <br />Watson said they would like to build a covered picnic area there. Mr. <br />Watson stated that improvement needed to be made to the boat ramp, and <br />they have all the material necessary for that improvement. <br />Mr. Watson said that one of the first thing they would like to do is to <br />control the access in and out of the lake area, and the Chief of Police <br />and Sheriff came up with closing 19th Street where the City property <br />begin, the entry and exit would be at Highway 271, which would solve <br />some of the dumping problem. Mr. Watson stated that their first <br />priority would be the trash and roads. They plan to use trustees from <br />the City and the County for trash pick up and clearing of brush.
