A motion was made by Councilman Burnett, seconded by Councilman Booth <br />to accept the Audit Report as presented by McClanahan and Holmes. The <br />motion carried 5 ayes, 0 nays. <br />City Manager Malone called for consideration of and action on <br />authorizing letters supporting the 24 State Planning Regions, or <br />combinations thereof, as the uniform state services regions for state <br />agencies. <br />City Manager Malone explained that the Ark -Tex Council of Government <br />participates in the Texas Association of Regional Councils' of <br />Government, and in December they had a meeting and discussed the <br />implementation of House Bill No. 7 and the possible action of the <br />Comptroller's Office to disregard the established boundaries of the <br />councils of governments, or some combination thereof, in the <br />development of State service delivery areas for all health and human <br />services agencies. City Manager said it has been pointed out by <br />Beverly Cherney Pearson, Director of Program Operations for Ark -Tex <br />Council of Governments, that many of the coordination efforts for State <br />agency activities have been made along the boundaries of the Council of <br />Governments as they exist now. There are 24 planning regions in the <br />State, and they are representative of geographic, economic, and social <br />distinction of the State, and they were originally drawn for that <br />purpose to accommodate those distinctions. City Manager Malone said <br />the COG staff is urging the elected officials to write letters of <br />support for the 24 State Planning Regions or combinations thereof; as <br />being the uniform state services regions for state agencies. Their <br />request is to send letter in support to the Governor, Comptroller of <br />Public Accounts, and other individual that are associated with them. <br />After discussion, a motion was made by Councilman Burnett, seconded by <br />Councilman Shelton authorizing letters of support for the 24 State <br />Planning Regions. The motion carried 5 ayes, 0 nays. <br />City Manager Malone reported on the ongoing project within the City. <br />Mayor Fisher announced that the Council would go into executive <br />session, and declared the regular session closed, and the executive <br />session open at 7:18 P. M. January 13, 1992. <br />Legal matters were discussed with City Attorney Haynes. <br />Mayor Fisher declared the executive session closed, and the regular <br />session open. <br />There being no further business, the meeting adjourned. <br />ATTEST: <br />M T C NNINGHAM, CITY ERK <br />Ge rge fisher, Mayor <br />
