MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />February 6, 1992 <br />The City Council of the City of Paris met in regular session, Thursday, <br />February 6, 1992, 6:00 P. M., City Council Chamber, City Hall, Paris, <br />Texas. Mayor Fisher called the meeting to order with the following <br />Council Members present: Don Shelton, Jim Bell, Millie Ingram, Billy <br />Joe Burnett, and Emma Smith. Also present was City Manager, Michael E. <br />Malone, City Attorney, T. K. Haynes, and City Clerk, Mattie Cunningham. <br />The minutes of the Planning and Zoning Commission's meeting held, <br />February 3, 1992, was presented to the Council, and attached hereto as <br />part of these minutes as Exhibit A. <br />City Manager Malone advised that the next item on the agenda, <br />consideration of and action on recommendation on the Final Plat of Lots <br />13 and 14, City Block 311. City Manager Malone told the Council that <br />this item had been tabled at the January 9, 1992, Council meeting due <br />to additional information being needed, and recommended that no action <br />be taken. <br />City Manager Malone called for consideration of and action on <br />recommendation of the Final Plat of Lot 5B, City Block 319. <br />Councilman Bell requested permission to be excused from the meeting due <br />to conflict of interest. A motion was made by Councilman Burnett, <br />seconded by Councilwoman Ingram excusing Councilman Bell. The motion <br />carried 5 ayes, 0 nays. <br />Councilman Bell departed the Council room. <br />A motion was made by Councilman Burnett, seconded by Councilwoman <br />Ingram to approve the Final Plat of Lot 5B, City Block 329 subject to <br />the requirements of the City Engineer. The motion carried 5 ayes, 0 <br />nays. <br />A motion was made by Councilman Shelton, seconded by Councilwoman <br />Ingram to allow Councilman Bell to return to the Council meeting. The <br />motion carried 5 ayes, 0 nays, and Councilman Bell entered the Council <br />chambers and assumed his seat at the Council table. <br />City Attorney Haynes presented the following petitions for rezoning: <br />Mary Hurd, Lots 1 through 18, Block A, and Lots 1 through 19, Block B, <br />Cedar Park Subdivision, requesting an amendment to Ordinance No. 90 -020 <br />establishing_ a Specific Use Permit - Community Unit Development in a <br />One Family Dwelling District No. 3, to allow a minimum front building <br />line of ten (10) feet; Charles Kitchens, Lot 14, City Block 159, from <br />2F District to a One Family Dwelling District No. 3 and Specific Use <br />Permit - Mobile Home (39); Barbara Harper, Lot 9, Block 9, Gibbons - <br />Braden Addition from 2F District to SF -3 and Specific Use Permit - <br />Mobile Home District; Carles Sterling, Lot 2, City Block 320, from <br />Commercial District to Commercial and Specific Use Permit - Billboard <br />Sign (52) District. <br />
