MINUTES OF THE <br />PLANNING AND ZONING COMMISSION <br />FEBRUARY 3, 1992 <br />The Planning and Zoning Commission met in regular session Monday, <br />February 3, 1992 at 5:30 P.M. in the Council Room, City Hall, <br />Paris, Texas.with the following..members present: <br />1. <br />Ronnie Nutt - Chairman <br />5. <br />Barbara Gann <br />2. <br />Nadine Ausbie <br />6. <br />Reeves Hayter <br />3. <br />Eric Clifford <br />7. <br />Joe McCarthy <br />4. <br />Curtis Fendley <br />8. <br />Gerald Powell <br />Also present were Earl Smith, City Engineer and Joe McCollum, <br />Director of Community Development. <br />Chairman Nutt opened the meeting and the minutes of January 6, 1992 <br />were approved as presented. <br />The Final Plat of Lots 13 and 14, City Block 311 was tabled on a <br />motion by Mr. Fendley, seconded by Mr. Powell pending the correct <br />location of an access and utility easement. The motion carried 8 <br />ayes, 0 nays. <br />The Final Plat of Lot 5B, City Block 329 was recommended for <br />approval on a motion by Mr. Clifford, seconded by Mr. McCarthy, <br />subject to the exceptions listed in City Engineer's Memorandum <br />dated February 3,, 1992, marked Exhibit A and attached hereto. The <br />motion carried 8 ayes, 0 nays. <br />Mary Frierson, 2440 40th S.E. addressed the Commission requesting <br />that restrictions be removed from the Cedar Park Subdivision to <br />allow open carports in front of the homes. She said she <br />represented eight homeowners who were in favor of carports being <br />permitted. <br />Mr. McCollum advised the Commission that the subdivision was zoned <br />SF -3 and Specific Use Permit - Community Unit Development which <br />allows variable types of housing and yard set backs differing from <br />the normal. This zoning was granted to allow the zero lot line <br />development now occurring on the property. <br />He said that a lesser front yard could be permitted if the Specific <br />Use Permit were amended and a replat of the subdivision was <br />approved by the City Council. <br />Mr. Hayter stated his opposition to the concept of carports in <br />front of the houses. <br />
