MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />— February 10, 1992 <br />The City Council of the City of Paris met in regular session, Monday, <br />February 10, 1992, 6:00 P. M., City Council Chamber, City Hall, Paris, <br />Texas. Mayor Fisher called the meeting to order with the following <br />Council Members present: Don Shelton, Millie Ingram, E.W. (Bill) <br />Booth, Billy Joe Burnett, Emma Smith, and Jim Bell. Also present was <br />City Manager, Michael E. Malone, City Attorney, T. K. Haynes, and Asst. <br />City Clerk, Joe N. McCollum. <br />Invocation was given by Reverend Ron Byers, Pastor of Fellowship <br />Baptist Church and Police Chaplain. <br />Mayor Fisher asked if there were any corrections to the minutes of <br />previous meetings, there being none, the minutes were approved as <br />presented. <br />Mayor Fisher offered condolences on behalf of the City to Councilman <br />Booth for the recent death of his mother and mother -in -law. <br />City Manager Malone extended congratulations to Mayor Fisher for his <br />appointment by Governor Richards to the Task Force on Flooding and to <br />the Texas Municipal League Legislative Policy Committee, and to <br />Councilwoman Ingram for her appointment by the Governor to the State <br />Community Development Review Committee. <br />City Manager Malone announced the next item was receipt of reports from <br />committees, boards and commissions. Minutes were received from the <br />Paris /Lamar County Board of Health and the Paris Public Library <br />Advisory Board, neither of which required any action. <br />Under Traffic Commission business, the Council took up the <br />consideration of and action on authorizing the preparation of an <br />ordinance on amendment of an existing ordinance regulating Off Street <br />Handicapped Parking Spaces. <br />City Attorney Haynes review changes in State law that basically removed <br />the requirement to post fine limits on the handicapped parking only <br />sign. <br />Discussion centered on need to warn people of the severity of fines for <br />violating this. law and following .discussion, a motion was made by <br />Councilman Bell, seconded by Councilwoman Ingram to prepare an <br />amendment to the Ordinance removing the requirement that fine amounts <br />be posted. The motion carried 6 ayes, 1 nay with Councilwoman Smith <br />voting nay. <br />The Council next considered authorizing the preparation of an ordinance <br />extending the limits of the School Zone on 19th N. W. <br />City Manager Malone noted that the Traffic Commission had recommended <br />extending the zone as far South as the State would allow, and the State <br />proposed a 250 foot extension in either direction. <br />
