AGENDA ITUM <br />MINUTES OF THE <br />PLANNING AND ZONING COMMISSION' r ^ <br />JANUARY 7, 1991 <br />The Planning and Zoning Commission of the City of Paris met in <br />regular session Monday, January 7, 1991 at 5:30 P.M. in the Council <br />Room, City Hall, Paris, Texas with the following members present: <br />1. <br />Ronnie Nutt - Chairman <br />4. <br />Felix Gibson <br />2. <br />Nadine Ausbie <br />5. <br />Jerry Newberry <br />3. <br />Mike Copeland <br />6. <br />Kyle Perry <br />Also present were T. K. Haynes, City Attorney, Earl Smith, City <br />Engineer and Joe McCollum, Director of Community Development. <br />Chairman Nutt called the meeting to order and the minutes of the <br />December meeting were approved as presented. <br />Felix Gibson was welcomed as a new member of the Commission. <br />Chairman Nutt opened the public hearing on the petition of John <br />Clay for a change in zoning from a Commercial District (C') to a <br />Commercial District ( C ) and Specific Use Permit- Billboard Sign ( 52 ) <br />on part of Lot 16, City Block 250 located on the south side of Loop <br />286 N.E. between N. Main Street and Stillhouse Road. <br />No one was present to represent the application or to speak for or <br />against the request. <br />A motion was made by Mr. Newberry to table the petition and <br />continue the public hearing. Ms. Ausbie seconded the motion which <br />carried 6 ayes, 0 nays. <br />Chairman Nutt declared the public hearing open on the petition of <br />Carol Ladd for a change in zoning from a Two Family Dwelling <br />District (2F) to a Neighborhood Service District (NS) on Lot 15, <br />City Block 70 located at 1149 Pine Bluff street. <br />No one was present to represent the application or to speak for or <br />against the proposed zoning change. <br />Ms. Ausbie pointed out that she lived on Pine Bluff Street and that <br />part of the street had been designated as an Historic Preservation <br />District. She voiced her opposition to granting Neighborhood <br />Service zoning in such areas saying that several houses had been <br />purchased recently for renovation. She urged the Commission to <br />help protect the historical designation by preserving residential <br />uses. <br />Ms. Ausbie then made a motion to table the petition and continue <br />the public hearing. Mr. Newberry seconded the motion which carried <br />6 ayes, 0 nays. <br />
