AGENDA ITUM MINUTES OF THE PLANNING AND ZONING COMMISSION' r ^ JANUARY 7, 1991 The Planning and Zoning Commission of the City of Paris met in regular session Monday, January 7, 1991 at 5:30 P.M. in the Council Room, City Hall, Paris, Texas with the following members present: 1. Ronnie Nutt - Chairman 4. Felix Gibson 2. Nadine Ausbie 5. Jerry Newberry 3. Mike Copeland 6. Kyle Perry Also present were T. K. Haynes, City Attorney, Earl Smith, City Engineer and Joe McCollum, Director of Community Development. Chairman Nutt called the meeting to order and the minutes of the December meeting were approved as presented. Felix Gibson was welcomed as a new member of the Commission. Chairman Nutt opened the public hearing on the petition of John Clay for a change in zoning from a Commercial District (C') to a Commercial District ( C ) and Specific Use Permit- Billboard Sign ( 52 ) on part of Lot 16, City Block 250 located on the south side of Loop 286 N.E. between N. Main Street and Stillhouse Road. No one was present to represent the application or to speak for or against the request. A motion was made by Mr. Newberry to table the petition and continue the public hearing. Ms. Ausbie seconded the motion which carried 6 ayes, 0 nays. Chairman Nutt declared the public hearing open on the petition of Carol Ladd for a change in zoning from a Two Family Dwelling District (2F) to a Neighborhood Service District (NS) on Lot 15, City Block 70 located at 1149 Pine Bluff street. No one was present to represent the application or to speak for or against the proposed zoning change. Ms. Ausbie pointed out that she lived on Pine Bluff Street and that part of the street had been designated as an Historic Preservation District. She voiced her opposition to granting Neighborhood Service zoning in such areas saying that several houses had been purchased recently for renovation. She urged the Commission to help protect the historical designation by preserving residential uses. Ms. Ausbie then made a motion to table the petition and continue the public hearing. Mr. Newberry seconded the motion which carried 6 ayes, 0 nays.
