1 * a✓ j..� <br />Joe McCollum, Director of Community Development, was present and <br />presented the minutes of the Planning and Zoning Commission's meeting <br />held January 7, 1991, and attached hereto as part of these minutes as <br />Exhibit A. <br />Mayor Clifford declared the public hearing open to consider the <br />petition of John Clay for a change in zoning from a Commercial District <br />(C) to a Commercial District (C) and Specific Use Permit - Billboard Sign <br />(52) on part of Lot 16, City Block 250 located on the south side of <br />Loop 286 N. E. between N. Main Street and Stillhouse Road. <br />City Manager Malone advised the Council that this item was tabled by <br />the Planning and Zoning Commission, and recommended that this item be <br />tabled until Planning and Zoning action. <br />A motion was made by Councilman Fisher 7 Seconded by Councilman Fendley <br />to table action on this item until the Planning and Zoning Commission <br />has taken action. The motion carried 7 ayes, 0 nays. <br />Mayor Clifford declared the public hearing open to consider the <br />petition of Carol Ladd for a change in zoning from a Two Family <br />Dwelling District (2F) to a Neighborhood Service District (NS) on Lot <br />15, City Block 70 located at 1149 Pine Bluff Street. <br />City Manager Malone advised Council that this item had been tabled by <br />the Planning and Zoning Commission, and recommended that this item be <br />table until the Planning and Zoning Commission takes action. <br />A motion was made by Councilman Burnett, seconded by Councilman Booth <br />to table action on the zoning petition of Carol Ladd for a change in <br />zoning from a Two Family Dwelling District to a Neighborhood Service <br />District on Lot 15, City Block 70. The motion carried 7 ayes, 0 nays. <br />City Manager Malone called for consideration of and action on the <br />Replat of Lots 1 and 2, Block 6, Gibbons Park Addition. A motion was <br />made by Councilman Fisher, seconded by Councilman Fendley approving the <br />replat subject to the requirements of the City Engineer. The motion <br />carried 7 ayes, 0 nays. <br />City Manager Malone announced that the Council would go to Item No. 9 <br />at this time which was consideration of and action on the Final Plat of <br />Lot 3E, City Block 266. A motion was made by Councilman Fisher, <br />seconded by Councilman Fendley for approval of the Final Plat subject <br />to the requirements of the City Engineer. The motion carried 7 ayes, 0 <br />nays. <br />Mayor Clifford excused himself from the Council meeting due to conflict <br />of interest in the next two items. <br />City Manager Malone called for consideration of action on the Final <br />Plat of Lot 1, Block H, Oak Creek Phase III. A motion was made by <br />Councilman Burnett, seconded by Councilman Booth for approval of the <br />Final Plat subject to the requirements of the City Engineer. The motion <br />carried 6 ayes, 0 nays. <br />City Manager Malone presented the Final Plat of Lot 1, Block I, Oak <br />Creek Phase III. A motion was made by Councilman Booth, seconded by <br />Councilman Fisher for approval of the Final Plat subject to the <br />requirements of the City Engineer. The motion carried 6 ayes, 0 nays. <br />Mayor Clifford re -enter the Council chambers and assumed his seat at <br />the council table. <br />Mayor Clifford declared the public hearing open on the petition to <br />close streets and alleys in block 6 through 13 of the Texas and Pacific <br />Addition, and called for anyone who would like to speak for or against <br />the street and alley closing. <br />Brad Hutchison, Attorney, representing the petitioners, came forward <br />and explained that the property involved, location wise, are streets <br />and alleys that have never been opened for use with the exception of <br />3rd S. E. which has been excluded from the petition to close streets <br />and alleys. Mr. Hutchison told the Council that with the exception of <br />
