i <br />MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />January 11, 1988 <br />The City Council of the City of Paris met in regular session, Monday, <br />January 11, 1988, 7:00 P. M. Council Room, City Hall, Paris, Texas. <br />Mayor Billy Joe Burnett called the meeting to order with the <br />following Councilmen present: Bill Bone, Eric Clifford, Curtis <br />Fendley, Marshall H. Kent, Jr., and Travis Wortham. Also present was <br />City Manager, Michael E. Malone, City Attorney, T. K. Haynes, and <br />City Clerk, Mattie Cunningham. <br />Prayer was offered by Reverend Ron Byers, Minister Fellowship Baptist <br />Church, Blossom, Texas and Police Chaplain. <br />Mayor Burnett asked if there were any corrections to the minutes of <br />previous meetings, there being none, the minutes were approved as <br />presented. <br />Mayor Burnett called for receipt of reports from committees, boards <br />and commissions. <br />Joe McCollum, Director of Community Development, appeared before the <br />Council and presented the minutes of the. Planning and Zoning <br />Commission's meeting held on January 4, 1988, and attached hereto as <br />part of these minutes as exhibit A. <br />Mayor Burnett declared the public hearing open to consider the <br />petition of G. Donald Haslam for a change in zoning from a Planned <br />Development - Office District (PD -f) to a Planned Development - <br />Retail District (PD -a) on Lot 3, City Block 289, located at 3240 <br />Lamar Avenue. <br />Joe McCollum, Direct or Community Development, told the Council that <br />the Planning and Zoning Commission had tabled the request and <br />recommended that the City Council also table the request, and call <br />public hearings in February to consider Planned Development - Retail <br />zoning for all properties on Lamar between 30th and 33rd Streets that <br />are zoned Office or Planned Development - Office. <br />Councilman Bone questioned the drainage in the area, and requested <br />information regarding the site plan. <br />Mr. McCollum advised that there would have to be a site plan and that <br />Dr. Haslam does have a current site plan which has a plan to control <br />the drainage, and if there should be any change, it would have to go <br />back through public hearings and a new site plan approved. <br />Dr. G. Donald Haslam, 3155 Stacy, appeared before the Council telling <br />them that a site plan has been developed for the property, and he was <br />not asking for a change to the site plan, the drainage has been <br />corrected approximately two years ago, that he was asking for <br />upgrading of the zoning only. <br />
