RESOLUTION NO. 88 -025 WHEREAS, the City of Paris has been experiencing failure of the North Interceptor from approximately 365 feet from the manhole near the South Right -of -Way line of Loop 286 N.E., Northeast to a manhole North of the North Right -of -Way line of said Loop 286 N.E. and being approximately 365 feet in length; and, WHEREAS, the City Engineer has thoroughly evaluated the condition of this sewer through visual inspection; and, therefore, this section of the North Interceptor must be repaired and restored by boring, and direct burial as necessary; and, WHEREAS, during the repair and restoration of the North Interceptor, its flow will be interrupted requiring that this project be completed in the shortest possible time and requiring the declaration of an emergency; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, That the repair and restoration of the North Interceptor is found to be and does justify the declaration of an emergency and the same is hereby declared; and, BE IT FURTHER RESOLVED, That the City staff is hereby authorized to exercise the emergency powers as the same relate to budgeting, expenditures, procurement and bid process with the only requirement being that the City Council of the City of Paris be kept abreast of the progress of the project.
