7. J <br />MTNUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />April 7, 1988 <br />The City Council of the City of Paris met in special session, Thursday <br />April 7, 1988, 5:15 P. M., Council Room, City Hall, Paris, Texas. <br />Mayor Billy Joe Burnett called the meeting to order with the following <br />Councilmen present: Curtis Fendley, Travis Wortham, Marshall H. Kent, <br />Jr., and Eric Clifford. Also present was City Manager, Michael E. <br />Malone, City Attorney, T. K. Haynes, and City Clerk, Mattie Cunningham. <br />Joe McCollum, Director of Community Development, appeared before the <br />Council and presented the minutes of the' Planning and Zoning <br />Commission's meetings held on April 4, 1988, and April 6, 1988, and <br />attached hereto as part of these minutes as exhibit A. <br />Mayor Burnett declared the public hearing open on the petition of <br />Weldon Houchins for a change in zoning from an Agricultural District <br />(A) to a Commercial District (C) on Lots 14 -A and 19, City Block 170 -C <br />located on the east side of S. Church Street, north of Loop 286. <br />Mr. McCollum advised that the Planning and Zoning Commission had voted <br />5 ayes, 0 mays to continue the public hearing and table the petition <br />until Mr. Houchins could be present. There was a Special Meeting held <br />by the Planning and Zoning Commission on April 6, 1988 at which time <br />the Planning and Zoning Commission did recommend approval of the <br />petition of Mr. Houchins. <br />Mayor Burnett called for proponents to appear, and Mrs. Weldon Houchins <br />appeared before the Council and told them that their plans were to <br />construct a car wash and storage building on Lot 19. She said her <br />husband is in the business of installing gutters and needed a place to <br />store supplies and equipment. <br />Mayor Burnett called for opponents to appear, none appeared and the <br />public hearing was declared closed. <br />A motion was made by Councilman Clifford to approved the petition of <br />Mr. Houchins and called for the preparation of an Ordinance to be <br />presented at the next regular council meeting. The motion was seconded <br />by Councilman Wortham, and carried 5 ayes, 0 nays. <br />Mayor Burnett declared the public hearing open to consider the petition <br />of Sid Hollingsworth for a site plan approval in a Planned Development <br />- Retail District (PD -a) on Lot 18, City Block 296 located at 3365 <br />Lamar Avenue. <br />Joe McCollum, Director of Community Development, advised that the <br />recommendation of the Planning and Zoning Commission was to approve the <br />Site Plan of Mr. Hollingsworth with the provision of a fire hydrant <br />within 150 feet of the property. <br />City Attorney Haynes questioned the 60 feet of green area on the site <br />plan map, stating the green zone is like the one next to this property, <br />and appears to be part of the back yard of the property owner back of <br />V <br />
