MINUTES OF THE <br />PLANNING AND ZONING COMMISSION <br />APRIL 4, 1988 <br />The Planning and Zoning Commission met in regular session Monday, April <br />4, 1988, at 7:00 P.M. in the Council Room, City Hall, Paris, Texas with <br />the following members present: <br />1. Freddy Swaim - Chairman <br />2. Charles Christian <br />3. Jacob Hildreth <br />4. Bruce McMonigle <br />5. Dorothy Smith. <br />Also present were Earl Smith, City Engineer and Joe McCollum, Director <br />of Community Development. <br />Chairman Swaim called the meeting to order and the minutes of March 7, <br />1988 meeting were approved as presented. <br />Chairman Swaim declared the public hearing open on the petition of <br />Weldon Houchins for a change in zoning from an Agricultural District <br />(A) to a Commercial District (C) on Lots 14 -A and 19, City Block 170 -C <br />located on the east side of S. Church Street, north of Loop 286. <br />Mr. Houchins was not present and no one spoke in favor of the petition. <br />Ralph Taylor was present, but after viewing the area of the proposed <br />change, stated he had no objection. <br />Mr. McMonigle made a motion to continue the public hearing and table <br />the petition until the applicant can appear. Mrs. Smith seconded the <br />motion which carried 5 ayes, 0 nays. <br />Chairman Swaim opened the public hearing on the petition of Sid <br />Hollingsworth for a Site Plan approval in a Planned Development - <br />Retail District (PD -a) on Lot 18, City Block 296, located at 3365 Lamar <br />Avenue. <br />Benny Bardin was present and presented his site plan for a combination <br />retail store, gasoline sales, detail shop and drive through automatic <br />car wash for the property. <br />No one else was present to speak on the matter. <br />Mr. Bardin answered questions from the Commission and Staff. <br />Mr. Smith stated his only comment was that the facility would need a <br />fire hydrant within 150 feet of the property and urged Mr. Bardin to <br />contact the Arby's Restaurant people, to see if they could cooperate <br />on the location of a fire hydrant to serve both businesses since they <br />would be adjacent to each other. <br />2.
