n <br />L u v <br />MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />j April 21, 1988 <br />1 The City Council of the City of Paris met in special session, Thursday, <br />April 21, 1988, 5 :15 P. M. Mayor Billy .Joe Burnett called the meeting <br />to order with the following Councilmen present: Travis Wortham, Curtis <br />Fendley, Marshall H. Kent, Jr., Bill Bone, and Eric Clifford. Also <br />present were City Manager, Michael E. Malone, City Attorney, T. K. <br />Haynes, and City Clerk, Mattie Cunningham. <br />Mayor Burnett announced that the purpose of the special Council meeting <br />was received a report from the Bond Study Committee. <br />Eric Clifford, Chairman of the Bond Study Committee, reported that Earl <br />Smith and City Staff had prepared a report of needed projects for water <br />and wastewater, and said all the projects were good projects, basically <br />Category I Water System, and Categories I & II of Wastewater of the <br />report are recommended. Chairman Clifford said as they looked at the <br />report, there was not enough actual information regarding cost and <br />rates, but basically the cost of all recommended p- rojects is <br />approximately 10 million dollars. <br />Councilman Bone questioned the fact if we do okay the projects, does <br />this bind future councils to do what we are recommending? City <br />Attorney Haynes answered yes, in the event we finance the project by <br />Bond Issue, or Certificates of Obligation, the financing method other <br />than total generated funds from the rates, when the Bond Ordinance is <br />passed, or Certificates of Obligation have been issued, that money does <br />not get budgeted, the bonds gets budgeted themselves, so we can <br />authorize to do the type of projects listed in the endenture agreement. <br />Councilman Bone commended Earl Smith and Staff on an excellent job in <br />putting the report together. <br />City Manager Malone stressed the importance of considering the <br />wastewater needs which is the highest priority at this time due to an <br />Administrative Order with the E.P.A., he has received telephone calls <br />from Barbara Burrell with E. P. A., and they are very concerned with <br />the number of bypasses that we are experiencing, and have informed them <br />that we are working on our completion of scheduled construction on the <br />lift stations, and that we are constantly working on eliminating <br />infiltration/ Inflow. City Manager Malone said a great deal of the <br />projects in this program concerns Infiltration and Inflow. <br />City Engineer, Earl Smith, went over Category I of the Water <br />Distribution System, and Category II of the Wastewater System of the <br />proposed improvements. <br />W. E. Anderson, Director of Finance, advised that city staff had met <br />with Bob Day, Financial Consultant for the City of Paris, Jack Stowe <br />and Keith Reed of Reed & Stowe Water and Sewer Rate Study Consultants <br />to discussing the best means of financing the proposed improvements. <br />
