RESOLUTION NO. 88 -038 <br />WHEREAS, the City of Paris, has been experiencing <br />bypass at Woodard and Southeast Lift Stations during heavy <br />rain and, <br />WHEREAS, the City Engineer recommends the immediate <br />construction of bypass prevention basins 'to prevent high <br />water bypass at Woodard and Southeast Lift Stations; and, <br />WHEREAS, the bypass of wastewater into the streams of <br />the State of Texas requires that this project be completed <br />in the shortest possible time and requires the declaration <br />of an emergency; NOW, THEREFORE, <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />PARIS, That the prevention of wastewater entering the <br />streams of the State of Texas by the construction of bypass <br />prevention basins at Woodard and Southeast Lfft Stations is <br />found to be and does justify the declaration of an emergency <br />and the same is hereby declared; and, <br />BE IT FURTHER RESOLVED, That the City staff is hereby <br />authorized to exercise the emergency powers as the same <br />relate to budgeting, expenditures, procurement and bid <br />process with the only requirement being that the City <br />Council of the City of Paris be kept abreast of the progress <br />of the project. <br />Passed and adopted this 21st day of April, 1988. <br />M' '�'. - BtIrnett, Mayor <br />ATTEST: <br />Mattie Cunningham, City Clerk <br />APPROVED AS/ TO FORM: <br />T.
