z <br />MINUTES OF THE <br />PLANNING AND ZONING COMMISSION <br />JANUARY 4, 1988 <br />The Planning and Zoning Commission met in regular session, Monday, January <br />4, 1988, at 7:00 O'clock P.M. in the Council Room, City Hall, Paris, Texas, <br />with the following members present. <br />1. Freddie Swaim, Chairman 4. Ronnie Nutt <br />2. Bill Davidson 5. Kyle Perry <br />3. Bruce McMonigle <br />Also present were T.K. Haynes, City Attorney, Earl Smith, City Engineer and <br />Joe McCollum, Director of Community Development. <br />Chairman Swaim called the meeting to order and the minutes of December 7, 1987, <br />were approved as presented. <br />Chairman Swaim declared the public hearing open on the petition of G. Donald <br />Haslam for a change in zoning from a Planned Development - Office District <br />(PD -f) to a Planned Development - Retail District (PD -a) on Lot 3, City Block <br />289, located at 3240 Lamar Avenue. <br />Dr. Haslam was present and stated he wanted to upgrade the present Office <br />zoning to Planned Development - Retail. He said the property was properly <br />located for retail use and it would increase the value. He stated he had <br />no plans at the present time but the existing apartment building would remain <br />and the house facing Lamar Avenue would eventually be removed and a new building <br />constructed. <br />Buryl Whitaker, owner of property at 3215 and 3225 Lamar, spoke in support of <br />the petition and requested, if possible, that his property be changed to <br />Planned Development Retail also. <br />Stephen Pilger, 3291 Margaret, stated he did not oppose the change but wanted <br />assurance that the existing drainage problem between his property and the Haslam <br />property would not be aggravated by the development. <br />Mr. McCollum advised Mr. Pilger that the current approved Site Plan for the <br />Haslam property provided that no additional drainage be directed toward his <br />property and that should the Site Plan be amended, he would have opportunity <br />to review it at a public hearing. <br />No one else was present to speak on the matter and the public hearing was closed. <br />Mr. McCollum recommended that this petition should not be approved without <br />considering the same zoning for all property along Lamar between 30th and 33rd <br />currently zoned Office or Planned Development - Office. Mr. Haynes concurred <br />with the recommendation. <br />
