MINUTES OF THE <br />PLANNING AND ZONING COMMISSION <br />FEBRUARY 1, 1988 <br />The Planning and Zoning Commission of the City of Paris met in regular <br />session Monday, February 1, 1988 at 7:00 P.M. in the Council Room, City <br />Hall, Paris, Texas with the following members present: <br />1. <br />Freddy Swaim, Chairman <br />5. <br />Jacob Hildreth <br />2. <br />Ozie Battle <br />6. <br />Bruce McMonigle <br />3. <br />Charles Christian <br />7. <br />Ronnie Nutt <br />4. <br />Bill Davidson <br />8. <br />Kyle Perry <br />Also present were T.K. Haynes, City Attorney, Earl Smith, City <br />Engineer, and Joe McCollum, Director of Community Development. <br />Chairman Swaim opened the meeting and the minutes of January 4, 1988 <br />were approved as presented. <br />Chairman declared the public hearing open on the petition of G.L. <br />Skidmore for a change in zoning from an Agricultural District (A) to a <br />Commercial District (C) on Lots 2 -A and 4, City Block 321 located on <br />the south side of Spur Hwy. 138 between Loop 286 and F.M. 195. <br />Scott McDowell, attorney, appeared representing Mr. Skidmore. He <br />pointed out that Mr. Skidmore had purchased Lot 2 -A, where his building <br />is located, in 1977 prior to being annexed by the City. Lot 4 was <br />purchased in 1984 and he expanded parking facilities for his trucks on <br />that tract. He went on to say that the lots were adjacent to existing <br />Commercial zoning and uses. <br />Vic Ressler, owner of property south of the Skidmore building said he <br />did not object to the zoning request but wished to go on record as <br />being concerned about the 42" drainage pipe installed by Mr. Skidmore <br />between his mini storage facility and Spur 138. He said he had <br />installed a 48" pipe on his property which was not carrying storm water <br />adequately and he feared more flooding of his building. <br />No one else spoke and the public hearing was closed. <br />A motion was made by Mr. Perry, seconded by Mr. McMonigle, to recommend <br />approval of the change. The motion carried 7 ayes, 0 nays. <br />Chairman Swaim declared the public hearing open on the petition of <br />James Patterson for a Site Plan Approval in a Planned Development - <br />Retail District (PD -a) on Lot 17, City Block 296, located at 3355 Lamar <br />Avenue. <br />Mr. Patterson and his consulting engineer reviewed the proposed Site <br />Plan for an Arby's Restaurant and stated that additional drainage study <br />had been done and the drainage portion had been revised. Earl Smith, <br />City Engineer, stated he had not reviewed the new plan but had told the <br />consultant that he felt a proper solution could be worked out. <br />Several persons were present in opposition to the Site Plan as <br />presented: Rod Kosterman, 3360 E. Houston and Steve Elkins, 3380 E. <br />
