and 5, Block 1, Hayes Heights Addition located on both sides of Lamar <br />Avenue between 30th N.E. and 33rd S.E. <br />Don Haslam, Buryl Whitaker, Glen Smallwood, R.P. Woodby and Barney <br />Bray, property owners along Lamar Avenue, each spoke in support of the <br />change saying that retail uses should be permitted. <br />Ray Ellis, a resident of Dallas, spoke in favor saying that his firm <br />proposed a 10 minute lube center on Lot 11, City Block 296. <br />E.T. Fushion, 3265 E. Houston, was concerned about late night hours <br />which might come with retail establishments. <br />Dorcy Mackey, 50 31st S.E. voiced his concern about extra drainage as a <br />result of retail zoning. He requested the .drainage pipe on 31st at <br />Lamar be made larger to prevent overflow down 31st S.E. <br />No one else spoke and the public hearing was closed. <br />Following discussion, a motion was made by Mr. Nutt, seconded by Mr. <br />Davidson, to recommend approval of the change. The motion carried 7 <br />ayes, 1 nay with Mrs. Battle voting nay. <br />Chairman Swaim declared the public hearing open to consider a change <br />from an Agricultural District (A) to appropriate zoning classification <br />on properties included in the 105.62 acre tract of .land annexed by <br />Ordinance No. 87 -084 located in the vicinity of F.M. 79 and 19th N.W. <br />No one from the area was present to speak on the matter. <br />Mr. McCollum presented a zoning plan for the area which provides for 5 <br />properties on the west end to remain zoned Agricultural, the Gary <br />Chapman tract to be zoned Heavy Industrial and Specific Use <br />Permit - Salvage and Wrecking Yard and the remaining tracts to be zoned <br />Light Industrial. <br />He said the Chapman tract was already being used as a salvage yard and <br />that it should be restricted to require a solid screening fence at <br />least 60 feet north of F.M. Hwy. 79 and require that no wrecked <br />vehicles be stored between the fence and the highway. <br />No one else spoke and the public hearing was closed. <br />A motion was made by Mr. Christian, seconded by Mr. Hildreth, to <br />recommend permanent zoning as proposed by City Staff and as indicated <br />on map attached as Exhibit A. <br />There being no further business, the meeting was adjourned. <br />Joe N.
