4 <br />MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />February 8, 1988 <br />The City Council of the City of Paris met in regular session, Monday, <br />February 8, 1988, 7:00 P. M. Council Room, City Hall, Paris, Texas. <br />Mayor Billy Joe Burnett called the meeting to order with the following <br />Councilmen present: Bill Bone, Eric Clifford, Marshall H. Kent, Jr., <br />and Travis Wortham. Also present was City Manager, Michael E. Malone, <br />and City Clerk, Mattie Cunningham. <br />Prayer was offered by Reverend Eddie Renfro, Minister of the United <br />Pentecostal Church. <br />Mayor Burnett asked if there were any corrections to the minutes of <br />previous meetings, there being none, the minutes were approved as <br />presented. <br />Mayor Burnett called for receipt of reports from committees, boards, <br />and commissions. <br />Councilman Eric Clifford, Chairman of the Cox Field Airport Committee, <br />reported that the Committee met January 21, 1988, and the Committee's <br />recommendation was to accept the assignment of the Fixed Based <br />Operator's lease from Roger Sadler DBA Saber Aviation to J. R. Richey <br />Inc. Basically the City will take over additional mowing <br />responsibility at Cox Field in return for additional fuel flowage fees <br />which would be increased from one cent per gallon to five cents per <br />gallon. Councilman Clifford stated the committee felt this was the <br />best alternative for the City, also there was a question as to the <br />purchase of assignment of the lease provision under the repurchase of <br />the jet fuel truck at Cox Field, and the only way this lease could be <br />reassigned would be for Mr. Richey to take the jet fuel truck along <br />with its obligations to resale it to the City at the set value as it is <br />now. Councilman Clifford told the Council that Mr. Richey has <br />presented provisions where the City would have the right to purchase <br />the jet fuel truck at fair market value which would be determined by <br />appraisals given by three persons who are dealers in used airport <br />ground equipment. Mr. Clifford told the Council that Mr. Richey would <br />also be reducing the cost of fuel by approximately 30 cents per gallon <br />which would increase the fuel sales. <br />Mr. J. B. Richey, Route 1, Cooper, Texas appeared before the Council <br />telling them his appraisal of the truck is $10,000.00, and feels this a <br />fair price. Mr. Richey requested the Council to consider his <br />recommended provisions to the lease. <br />City Manager Malone advised the Council that minutes of the Paris Lamar <br />County Board of Health and the Water and Sewer Rate Study Advisory <br />Committee had been furnished with no action required. City Manager <br />Malone did point out the roof at the Paris Lamar County Health Unit was <br />in need of repair and would need to be considered in our next physical <br />year along with Lamar County. <br />
