Dick Boots, Director of Facilities told the Council that the Federal <br />Aviation Administration has requested the City to relinquish the CFR <br />Part 139 Airport Operating Certificate as the City does not have air <br />carrier service for over 30 seat aircraft. Mr. Boots said it was the <br />Airport Advisory Board's recommendation not to relinquish the CFR Part <br />139 Airport Operating Certificate. <br />After discussion, a motion was made by Councilman Clifford, seconded by <br />Councilman Bone not to return the CFR Part 139 Airport Operating <br />Certificate to the Federal Aviation Administration. The motion carried <br />5 ayes, 0 nays. <br />Mayor Burnett called for consideration of and action on authorizing the <br />preparation of an Ordinance revising the Traffic - Control Device Map <br />providing for stop signs as follows: <br />a. On 42nd S. E. at Lamar Avenue stopping Southbound and <br />Northbound traffic on 42nd at Lamar Ave. <br />b. On 11th N. E. at East Grove Street stopping North and <br />Southbound traffic on 11th at Grove. <br />A motion was made by Councilman Bone, seconded by Councilman Wortham <br />authorizing preparation of an Ordinance revising the Traffic - Control <br />Device Map providing for stop signs for the above locations. The <br />motion carried 5 ayes, 0 nays. <br />Mr. Cecil Simmons, Route 1, Box 77, Brookston, Texas, and Mr. Jimmy <br />Suddeth appeared before the Council stating they are customers of Lamar <br />County Water Supply District and live in the area between Toco and <br />Paris. Mr. Simmons told the Council that they are on City of Paris <br />sewer service, but are billed by Lamar County Water Supply District for <br />this service, and as the contract is no longer valid, Mr. Simmons <br />stated that the City has requested a $35.00 deposit for sewer service <br />plus they will be charged double rates because they are outside the <br />city limits. <br />Mr. Suddeth told the Council their water and sewer cost for a month <br />would be approximately $100.00. Mr. Suddeth and Mr. Simmons questioned <br />the fact that Toco only pays $150.00 for sewer service. <br />City Manager Malone explained that this was a wholesale water rate <br />established under a contract which is different than an individual <br />customer that purchases water and sewer service from the city. Mr. <br />Malone also explained that all customers outside the city limits pay <br />double rates. <br />After a considerable amount of discussion, Mayor Burnett referred this <br />matter to the Water and Sewer Rate Study Advisory Committee for their <br />study and recommendation. <br />Mr. Roger Hooper, 730 S. W. 42nd, representing the Visitors and <br />Convention Council, appeared before the Council regarding receiving <br />funds for Hotel - Motel Tax on a timely basis which are caused by <br />
