MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL March 9, 1987 The City Council of the City of Paris met in regular session Monday March 9, 1987, 7:00 P. M., Council Chambers, City Hall. Mayor Billy J. Burnett called the meeting to order with the following Councilmen present: W. C. Francis, Travis Wortham, Jeff Hoog, Bill Bone, and Addie Bufford. Also present was City Manager, Michael E. Malone, City Attorney, T. K. Haynes, and City Clerk, Mattie Cunningham. Prayer was offer by Reverend Ron Byers, Minister Fellowship Baptist Church, Blossom, Texas, and Police Chaplain. Mayor Burnett asked if there were any corrections to the minutes of previous meeting, there being none, the minutes were approved as presented. Jerry Keisler, District Traffic Engineer with the Texas Department of Highway & Transportation appeared before the Council informing them of the new traffic signal and highway maintenance agreement, and the parking Ordinance that the Texas Highway Department is requesting. Mr. Keisler told the Council that the Texas State Highway Department has just adopted new guidelines for the construction, maintenance and operations of Traffic Signals due to request from numerous cities for technical and maintenance assistance and stated that these guidelines will apply to traffic signals located within the City of Paris, and Mr. Keisler summarized the guidelines as follows: 1. The Department is authorized to install, operate and maintain traffic signals on highway routes. This includes all excess highways for all cities, and none controlled excess highways for cities with a population under 50,000. 2. The Department will not maintain any city owned and operated .—. traffic signal that does not meet the warrant of the Texas ` Manual on Uniform Traffic Control Devices. City owned { traffic signals that do not meet warrant should be removed by the City. To comply with these guidelines, the Department is currently resigning personnel and planning procedures for implementation of these guidelines. Mr. Keisler told the Council that the new maintenance agreement will extend the coverage of current State maintenance of Highways through cities to include the entire highway route, the only exception is highways that have unusual conditions or historical significance, and these agreements should be executed sometimes this summer. Mr. Keisler explained the request for the No Parking Ordinance in the downtown area, and stated that options were: 1. If Federal Funds are used, all parking will be parallel or 22 1/2 degree parking. 2. If State funds are used, the option will be the same as for the Federal funding; however, officials in Austin stated that if this is part of the upgrading the highway as part of the new maintenance agreement and if accidents are essential nonexistence, and there is
