Mr. Keisler advised that the State has approximately .6 million dollars that can be spent on the Paris highways if it can go to contract this year. Mr. Keisler stated that there were two accidents involving angle parking in 1986; therefore, the objection would be to remove all congestion on the highway, and the best solution would be to remove all parking on one side of the highway through downtown Paris, and would need an Ordinance to that effect sometime in April. Mr. Keisler presented a map shaving the effected areas, and also showing possible loading zones on off streets. Mr. Keisler said that loading and unloading could be penni.tted during specified hours. Jim Hall, Resident Engineer for the Texas Department of Highways and Transportation appeared before the Council reporting that the construction project needs to be under way with the letting of bids in May, construction co mmencing in June and coapleted in'August 1987. Mayor Burnett declared the public hearing open on a proposed pro rata sewer main extension to serve lots in the 900 block of 31st N. E. Street. David Tompkins, City Engineer, appeared before the Council stating that a request has been received for a sewer main extension for two lots, and would be shared equally between the two properties and the estimated cost for the extension is $1,100.00 No one else appeared and the public hearing was declared closed. Mayor Burnett called for consideration and action on a request to abandon an alley in City Block 182. City Attorney Haynes advised the Council that a request had been received fran members of the First Baptist Church for the closing of the alley and presented a petition signed on behalf of the trustees by Mr. Dorcy Mackey, and said he expected to receive a petition signed by the trustees themselves after their Wednesday night meeting. Mr. Haynes also advised that this does not require a public hearing if the Council in agreement. A motion was made by Councilman Hoog authorizing preparation of an Ordinance closing the alley and a Resolution conveying the property to the First Baptist Church. The motion was seconded by Councilman Wortham and carried 6 ayes, 0 nays. Mayor announced the next item on the agenda was consideration of and action on previously authorized ordinances.
