RESOLUTION NO. 87 -005 WHEREAS, the City Council of the City of Paris did heretofore on the 9th day of June, 1986, authorize the City r— Staff to develop plans and specifications for a sludge disposal system for the Wastewater Treatment Plant; and, j WHEREAS, a lease was negotiated with Loyd Barrow and wife, Sybil Barrow for a disposal site upon which said sludge would be deposited; and, WHEREAS, it was agreed in said lease that the City would attempt to secure a Texas Water Commission permit authorizing irrigation of the Sludge Disposal Site with Wastewater Treatment Plant effluent for the purpose of supplying supplemental moisture during dry periods; and, WHEREAS, the Texas Water Commission requires a secon- dary use permit in order for such effluent to be used for irrigation purposes and it would be fitting and proper for the City Manager of the City of Paris to process an applica- tion for such permit; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, That the City Manager of the City of Paris, Michael E. Malone, be, and he is hereby authorized and directed to process an application for a secondary use permit authoriz- ing the use of treated effluent to irrigate vegetation on the land leased from Loyd Barrow and wife, Sybil Barrow as a sludge disposal site. Haynes, City Attorney Resolution No. 87 -006 authorizing and directing the City Manager, Michael E. Malone, to execute a release of lease with the Red River Valley Fair Association, Inc., and authorizing and directing the Mayor of the City of Paris, Billy Joe Burnett, to execute, a Lease Agreement with Red River Valley Fair Association, Inc. for a term of ten years beginning January 1, 1987 was presented. A motion was made by Councilman Folmar, seconded by Councilman Wortham for approval of the Resolution. The motion carried 7 ayes, 0 nays.
