5? <br />RESOLUTION NO. 87 -005 <br />WHEREAS, the City Council of the City of Paris did <br />heretofore on the 9th day of June, 1986, authorize the City <br />r— Staff to develop plans and specifications for a sludge <br />disposal system for the Wastewater Treatment Plant; and, <br />j <br />WHEREAS, a lease was negotiated with Loyd Barrow and <br />wife, Sybil Barrow for a disposal site upon which said <br />sludge would be deposited; and, <br />WHEREAS, it was agreed in said lease that the City <br />would attempt to secure a Texas Water Commission permit <br />authorizing irrigation of the Sludge Disposal Site with <br />Wastewater Treatment Plant effluent for the purpose of <br />supplying supplemental moisture during dry periods; and, <br />WHEREAS, the Texas Water Commission requires a secon- <br />dary use permit in order for such effluent to be used for <br />irrigation purposes and it would be fitting and proper for <br />the City Manager of the City of Paris to process an applica- <br />tion for such permit; NOW, THEREFORE, <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />PARIS, That the City Manager of the City of Paris, Michael <br />E. Malone, be, and he is hereby authorized and directed to <br />process an application for a secondary use permit authoriz- <br />ing the use of treated effluent to irrigate vegetation on <br />the land leased from Loyd Barrow and wife, Sybil Barrow as a <br />sludge disposal site. <br />Passed and adopted this 12th day of January, 1987. <br />BurnettV <br />ATTEST: <br />Mattie Cunningham, City Clerk <br />APPROVED AS T FORM: <br />T. Malone, to execute a release of lease with the Red River Valley Fair <br />Association, Inc., and authorizing and directing the Mayor of the City of <br />Paris, Billy Joe Burnett, to execute, a Lease Agreement with Red River <br />Valley Fair Association, Inc. for a term of ten years beginning January 1, <br />1987 was presented. A motion was made by Councilman Folmar, seconded by <br />Councilman Wortham for approval of the Resolution. The motion carried 7 <br />ayes, 0 nays. <br />
