659 <br />City Manager Malone advised the Council of a request from the Red <br />River Valley Fair Association that the City of Paris provide <br />insurance coverage for the Red River Valley Fair Association, the <br />Paris Rodeo and Horse Club, and the Young Farmers Association due to <br />the high cost factor of this type coverage. By placing their <br />coverage with the City of Paris it would greatly reduce their <br />Insurance cost. City Manager Malone told the Council that the total <br />cost would be $2,441.00. <br />Councilman Hoog, who is the President of the Red River Valley Fair <br />Association stated that the request was made because the Fair <br />Association subleased to the Paris Rodeo and Horse Club and the Young <br />Farmers Association, and they were having difficulty getting proper <br />insurance coverage. Councilman Hoog assured the Council that payment <br />of the insurance cost would be reimbursed. <br />Mayor Burnett and Councilman Hoog made a request to be excused form <br />the Council meeting due to conflict of interest. A motion was made <br />by Councilman Folmar, seconded by Councilman Wortham to excuse <br />Councilman Hoog, and Mavor Burnett. The motion carried 5 ayes, 0 <br />nays. <br />Resolution No. 87-036 authorizing and directing Mayor Pro Team, W. C. <br />Francis to execute Addendum Number One to the Red River Valley Fair <br />Association, Inc.'s lease dated January 12, 1.987 was presented. A <br />motion was made by Councilman Bone seconded by Councilman Folmar for <br />adoption of the Resolution. The motion carried 5 ayes, 0 nays. <br />Mayor Burnett and Councilman Hoog returned to the Council chambers <br />and assumed their seat at the Council table. <br />City Manager Malone presented. a petition from property owners <br />requesting the Mayor and City Council to install an addition to the <br />City Seger System so that residents of 34th N. E. , Clement Road and <br />36th N. E. may be served by the City of Paris Sewer System. City <br />Manager Malone stated that the petition was signed by seventeen <br />residents in the area. <br />A motion was made by Councilman Hoog, seconded by Councilman Bufford <br />to table action on authorizing execution of a Professional Service <br />Contract for sewer study for the Upper Stillhouse Creek Drainage <br />area. The motion carried 7 ayes, 0 nays. <br />
