659 City Manager Malone advised the Council of a request from the Red River Valley Fair Association that the City of Paris provide insurance coverage for the Red River Valley Fair Association, the Paris Rodeo and Horse Club, and the Young Farmers Association due to the high cost factor of this type coverage. By placing their coverage with the City of Paris it would greatly reduce their Insurance cost. City Manager Malone told the Council that the total cost would be $2,441.00. Councilman Hoog, who is the President of the Red River Valley Fair Association stated that the request was made because the Fair Association subleased to the Paris Rodeo and Horse Club and the Young Farmers Association, and they were having difficulty getting proper insurance coverage. Councilman Hoog assured the Council that payment of the insurance cost would be reimbursed. Mayor Burnett and Councilman Hoog made a request to be excused form the Council meeting due to conflict of interest. A motion was made by Councilman Folmar, seconded by Councilman Wortham to excuse Councilman Hoog, and Mavor Burnett. The motion carried 5 ayes, 0 nays. Resolution No. 87-036 authorizing and directing Mayor Pro Team, W. C. Francis to execute Addendum Number One to the Red River Valley Fair Association, Inc.'s lease dated January 12, 1.987 was presented. A motion was made by Councilman Bone seconded by Councilman Folmar for adoption of the Resolution. The motion carried 5 ayes, 0 nays. Mayor Burnett and Councilman Hoog returned to the Council chambers and assumed their seat at the Council table. City Manager Malone presented. a petition from property owners requesting the Mayor and City Council to install an addition to the City Seger System so that residents of 34th N. E. , Clement Road and 36th N. E. may be served by the City of Paris Sewer System. City Manager Malone stated that the petition was signed by seventeen residents in the area. A motion was made by Councilman Hoog, seconded by Councilman Bufford to table action on authorizing execution of a Professional Service Contract for sewer study for the Upper Stillhouse Creek Drainage area. The motion carried 7 ayes, 0 nays.
