6 6 � MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL April 13, 1987 The City Council of the City of Paris met in regular session Monday, April 13, 1987, 7:00 P. M., Council Chambers of City Hall. Mayor Burnett J. Burnett called the meeting to order with the following Councilmen present: W. C. Francis, Travis Wortham, Mike Folmar, Jeff Hoog, Bill Bone, and Addie Bufford. Also present was City Manager, Michael E. Malone, City Attorney, T. K. Haynes, and City Clerk, Mattie Cunningham. Prayer was offer by Reverent Ron Byers, Minister, Fellowship Baptist Church, Blossom, Texas, and Police Chaplain. Mayor Burnett asked if there were any corrections to the minutes of previous meetings, there being none, the minutes were approved as presented. Mayor Burnett announced that the Council would receive reports from Committees, Boards, and Commissions. City Manager Malone told the Council they had been furnished copies of the minutes of the last Library Advisory Board Meeting, and asked if there were any questions, there being none, City Manager Malone requested Asst. Chief of Police Barnett to came forward and give a report regarding speed zones and no parking within the City of Paris. Asst. Chief of Police Barnett appeared before the Council stating that requests had been made on several occasions for the reduction of speed on Lamar Ave., and had requested a study fran the State. Their study would not warrant a reduction in the speed limit on Lamar Ave. A recent study by the Texas Highway Department of Bonham Street and Lamar Avenue canbined showed that speed on Lamar Ave. could be reduced, but the Texas Highway Department wanted to increase the speed on Bonham Street. Mr. Barnett told the Council that the Traffic Commission felt they were in line with lowering speeds on Lamar Ave which would amount to approximately 5 MPH in the 35 -50 MPH zones, but the Commission could not see any reason to increase the speed on Bonham Street. The Commission is working on a counter proposal asking the State to consider leaving Bonham as is. Mr. Barnett told the Council that the Traffic Commission was not in the position to make a recomnendation to the Council at this time. Mr. Barnett stated that. Clarksville Street and N. Main Street was also studied, and the only change would be on N. Main Street in the vicinity of Hickory Street, the 40 MPH Speed would be extended .2 of a mile. The Commission did not see a problem with that as it was only an increase of 5 MPH. Mr. Burnett advised the Council that these changes would be suimnitted later for Council consideration and action. Mr. Barnett presented the following revisions to the Traffic No. Parking Map, and requested adoption of the revisions.
