Catherine Carrington, 2141 Clarksville, Virginia Crawford, 841 20th S.E., <br />C.B. Coons, 745 20th S.E. and James Wright, 805 20th S.E. also spoke in <br />opposition citing increased traffic and property devaluation as reasons. <br />No one else spoke and the public hearing was closed. <br />Following discussion a motion was made by Mr. Hildreth, seconded by Mr. Perry <br />to recommend denial of the change. The motion carried 7 ayes, 0 nays. <br />j ± Chairman Swaim declared the public hearing open on the petition of Lowry <br />Carrington for a change in zoning from a Neighborhood Service District (NS) <br />to a General Retail District (GR) on Lots 2 and 3, City Block 248 -B located <br />at 1954 and 1970 Clarksville. <br />Mr. Carrington spoke for the request stating that the properties were currently <br />being used for a restaurant, art store and catering service and that he was <br />seeking appropriate zoning for these and future use. He said that the rest- <br />aurant would like to serve wine with meals and needed the General Retail <br />zoning for a private club license. <br />J.D. McLaughlin, 2152 Clarksville Street, said he was not within 200 feet of <br />this tract but opposed the change in as much as the current.uses were in <br />compliance with the present Neighborhood Service zoning. <br />Catherine Carrington, 2141 Clarksville, said she opposed General Retail zoning <br />for private club purposes. <br />No one else spoke on the matter and the public hearing was closed. <br />Following discussion a motion was made by Mr. Perry, seconded by Mr. Hildreth <br />to recommend denial of the change. The motion carried 7 ayes, 0 nays. <br />The Replat of Lot 20, Block C, Windsor Estates, Part 1, was recommended for <br />approval on a motion by Mr. Davidson, seconded by Mr. Hildreth subject to the <br />t exceptions listed in City Engineer's Memorandum dated April 6, 1987, marked <br />Exhibit A and attached hereto. The motion carried 7 ayes, 0 nays. <br />The Preliminary Plat of The Meadows, Phase 2, was approved on a motion by <br />Mr. Davidson, seconded by Mr. Nutt, subject to the exceptions listed in <br />City Engineer's Memorandum dated April 6, 1987, marked Exhibit B and attached <br />hereto. The motion carried.? ayes, 0 nays. <br />The Final Plat of Park Place Shopping Center was recommended for approval on <br />a motion by Mr. McMonigle, seconded by Mrs. Battle, subject to the exceptions <br />listed in City Engineer's Memorandum dated April 6, 1987, marked Exhibit C and <br />attached hereto.
