Following discussion, a motion was made by Mrs. Battle, seconded by Mr. Perry, <br />to recommend approval of the zoning change. The motion carried 6 ayes, 0 nays. <br />Chairman Swaim opened the public hearing on the petition of Kelly Miles for <br />a change in zoning from a One- Family Dwelling District No. 2 (SF -2) to a Light <br />Industrial District (LI) on Lot 2, City Block 301, and Lot 2, City Block 305 <br />located on West Campbell Street east of 27th N.W. <br />Bo Miles, speaking for 3M Properties, said they planned to develop the 19 acres <br />of land in the two tracts into a 92 space mobile home park. He said there was <br />adequate water and sewer available and they intend to have concrete streets and <br />pads for the mobile home spaces. He went on to say that a typical lot size <br />would be 55' x 1001 <br />. <br />Several persons were in attendance opposing the proposed park. John P. Brown, <br />725 27th N.W., Dee Houston, Thomas Johnson, 2510 W. Campbell, Evelyn Brown,. <br />715 27th N.W., Frankie White, 705 27th N.W. and W.F. Houston, owner of a lot <br />on 27th N.W. each spoke in protests to the zoning change. They cited decreased <br />property values, higher taxes and-undesirable residents as reasons for their <br />opposition. <br />Bo Miles advised the Commission that the property fronting on 27th would be <br />used for an office and laundramat to serve the mobile home park. . <br />Chairman Swaim closed the public hearing and called for discussion. <br />Mrs. Battle stated she knew a lot of the people who opposed the change and <br />of their investment in their homes and felt it would be detrimental to the <br />area. She made a motion to recommend denial of the change. Mr. McMonigle <br />seconded the motion which carried 6 ayes, 0 nays. <br />Commissioner Ronnie Nutt joined the meeting at this point and took his seat. <br />Chairman Swaim declared the public hearing open on the petition of Mrs. W.F. <br />Jesse for a change in zoning from a Two - Family Dwelling District (2F) to a <br />General Retail District (GR) on Lot 2, City Block 254, located at 2030 Clarksville <br />Street. <br />Mrs. Jesse told the Commission that her neighborhood had changed and her cir- <br />cumstances had changed. She said the large house and large yard was difficult <br />and expensive to maintain. <br />She said she had prowlers, had to pick -up litter everyday and had difficulty <br />getting in and out of the driveway due to heavy traffic. In general, the <br />location was no longer desirable. as a residence and General Retail zoning <br />would enable her to have a better chance to sell the property. <br />J.D. McLaughlin, 2152 Clarksville, spoke in opposition to the change and pre- <br />sented a petition signed by eleven property owners within 200 feet of the Jesse <br />lot, who also opposed the change. He stated that a business would be detrimental <br />to their property and to grant the zoning with no definite use in mind would not <br />be proper. <br />
