The motion carried <br />7 ayes, 0 nays. <br />Mayor Burnett called for consideration and action on adopting a site <br />plan review requirements. <br />City Manager Malone advised the Council that City Staff has requested <br />that this item be tabled for further review and study by the <br />Engineering Department and referral to the Building Commission. <br />A motion was made by Councilman Wortham, seconded by Councilman <br />Folmar to table action on adopting a site plan review requirements, <br />referring this item back to City Staff and the Building Commission. <br />The motion carried 7 ayes, 0 nays. <br />ORDINANCE NO. 87 -022 <br />AN ORDINANCE OF THE CITY OF PARTS, PARIS, TEXAS PROVIDING THAT THE <br />CODE OF ORDINANCES, CITY OF PARIS, BE AMENDED BY ADDING ARTICLE III <br />TO CHAPTER 15 OF SAID CODE; PROVIDING FOR A UNIFORM POLICY GOVEMING <br />SMOKING IN THE WORK EtMROWENT AND C014MON WORK AREAS OF CITY OF <br />PARIS EMPLOYEES; PROVIDING FOR A PENALTY NOT TO EXCEED $200.00; <br />REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; <br />AND PROVIDING FOR AN EFFECTIVE DATE OF MAY 1, 1987 was presented. <br />City Manager Malone told the Council this item was placed on the <br />agenda at the request of Councilman Folmar, and that there has been <br />several complaints from City Employees because of smoking in the work <br />environment, that this Ordinance has. been drafted by City Attorney <br />Haynes to allow the City to designate smoking areas in all public <br />buildings owned by the City of Paris. <br />Betty Clement, 335 34th S. E., a member of the Board of Directors of <br />the Heart Association appeared before the Council capplementing the <br />Council on being so forward looking and progressive to consider such <br />an Ordinance. Mrs. Clement had a petition with.her .signed by 79 <br />people in support of the Ordinance, and requested the Council to look <br />at all public building in the City, and to consider the work areas <br />there also. <br />Becky Norment, 1715 Fairfax, President of the. American Heart <br />Association appeared before the Council in support of the Smoking <br />Ordinance. <br />After discussion, a motion was made by Councilman Hoog, seconded by <br />Councilman Folmar for adoption of the Smoking Ordinance. The motion <br />carried 5 ayes, 2 nays, Councilman Wortham, and Mayor Burnett voting <br />no. <br />Resolution No. 87 -039 resolving that the City Council of the City of <br />Paris is favorably disposed to assist the Postal Service in <br />qualifying downtown relocation sites and will consider all <br />appropriate methods of establishing desirable traffic patterns, and <br />
