Dickerson Construction $88,316.30 Celina, Texas Brazos Valley Utility $92,543.28 Bryan, Texas Lightning Construction $106,451.50 Seagoville, Texas Four - Thirteen. $123,551.00 Texarkana, Texas John Buss, Director of Engineering, appeared before the Council and told them that R & K Energy of Mount Pleasant had submitted the low bid, and that a favorable report was also provided by the financial institution with which R & K Energy does business. Mr. Buss explained that at this time issuance of the permits necessary for the operation of the system is not absolutely guaranteed, but if the bid is not awarded it would delay construction. Mr. Buss told the Council that our Attorney feels certain that the permits will be issued, and this could have an effect on our EPA compliance. Mr. Buss said that the City is doing all the thing we said we would do regarding the EPA Order, and feels we have shown a very responsive attitude, and the City will be cleaned up before the National 1987 December deadline, but we have been called upon again, and it was Mr. Buss's understanding that we could possible receive another EPA Administrative Order. City Attorney Haynes discussed authorizing staff to proceed with construction based on our believe that we will get the permit. Resolution No. 87 -048 authorizing and directing the Mayor of the City of Paris, Billy Joe Burnett to execute on behalf of the City of Paris the contract for Wastewater Sludge Disposal System Force Main with R & K Energy, Inc. was presented. A motion was made by Councilman Bufford, seconded by Councilman Hoog for adoption of the Resolution. The motion carried 7 ayes, 0 nays.
