MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />May 7, 1987 <br />The City Council of the City of Paris met in regular session, Thursday, <br />May 7, 1986, 5:15 P. M., Council Chambers of City Hall. Mayor Billy J. <br />Burnett called the meeting to order with the following Councilmen <br />present: Curtis Fendley, Travis Wortham, Marshall H. Kent, Jr., Eric <br />S. Clifford, and Bill Bone. Also present was City Manager, Michael E. <br />Malone, City Attorney, T. K. Haynes, and Mattie Cunningham, City Clerk. <br />Mayor Burnett announced that the first order of business would be the <br />electing of a Mayor to serve the City of Paris for the next year. <br />Mayor Burnett announced that nominations were open for the election of <br />Mayor. Councilman Clifford nominated Councilman Burnett for Mayor, and <br />the nominations were declared closed. The vote showed 6 ayes, 0 nays, <br />and Councilman Burnett was elected Mayor. <br />Mayor Burnett announced that nominations were open for the election of <br />Mayor Pro Tem. Councilman Wortham nominated Councilman Clifford for <br />Mayor Pro Tem. The nomination was seconded by Councilman Fendley and <br />carried 6 ayes, O nays. <br />Joe McCollum, Director of Community Development, appeared before the <br />Council and presented the minutes of the Planning and Zoning <br />Commission's meeting held on May 4, 1987, and attached hereto as part <br />of these minutes as exhibit A. <br />Mayor Burnett declared the public hearing open on the petition of <br />William De G. Hayden for a change in zoning from a One- Family Dwelling <br />District No. 2 (SF -2) to a One Family Dwelling District No. 1 (SF -1) on <br />Lot 20, City Block 312 located at 930 Cardinal Lane. <br />Mayor Burnett called for proponents to appear, and Mrs. William De G. <br />Hayden, 930 Cardinal Lane, appeared before the Council in their behalf <br />fstating that they wanted to preserve the historic structure of James F. <br />Hickman that was built around 1905. The structure has been moved to a <br />location behind their residence and they wish to restore the house for <br />the use of a guest house. <br />Mayor Burnett called for opponents to appear, none appeared, and the <br />public hearing was declared closed. <br />A motion was made by Councilman Fendley, seconded by Councilman <br />Clifford for approval of the zoning change, and called for the <br />preparation of an Ordinance to be presented at the next regular Council <br />meeting. The motion carried 6 ayes, 0 nays. <br />Mayor Burnett declared the public hearing open on the petition of Susan <br />Myers for a change in zoning from a Two- Family Dwelling District (2F) <br />to a One- Family Dwelling District No. 3 (SF -3) and Specific Use Permit <br />- Mobile Home (39) on Lot 20, Block 4, Gibbons Park Addition located at <br />835 Cedar Street. <br />
