Mayor Burnett called for proponents to appear, and Joe McCollum, Director of Community Development appeared and explained that Ms. Myers was in the hospital and was unable to attend the Council meeting. Mr. McCollum told the Council that Mrs Jean Owens, and Mrs. Mary Coleman both were in favor of the change saying that it would help the neighborhood by occupying the lot that has been vacant a long time and was always needing mowing and cleaning. Mayor Burnett called for opponents to appear, none appeared, and the public hearing was declared closed. A motion was made by Councilman Clifford, seconded by Councilman Wortham for approval of the zoning Change, and called for an Ordinance to be prepared and presented at the next regular Council meeting. The motion carried 6 ayes, 0 nays. Mayor Burnett declared the public hearing open on the petition of G. R. Millsap for a change, in zoning from a One- Family Dwelling District No. 2 (SF -2) to a Two- Family Dwelling District (2F) on Lot 5 -A, City Block 316, located at 970 31st N. E. Mayor Burnett called for proponents to appear, and Mr. G. R. Millsap appeared before the Council in his behalf stating that he had built a 468 sq. feet storage building behind his house about two years ago, and had later converted it to a small house for his mother to live in until he was instructed by the City to stop using it as a residence because it was not zoned properly. Mr. Millsap told the Council that the zoning change is being requested in order to legally use the structure as a residence for his mother, and that he would agree to connect his residence to the City sewer system even if the small house could not be connected to the City sewer system. Mayor Burnett called for opponents to appear, and George Preston, Attorney, appeared before the City Council representing Mr. & Mrs. Darvis Davison, stating that the Davison's were not opposing Mr. Millsap's mother living there, but stated that this property has sold three times in the past five to six years, and is presently up for sale at this time. Mr. Preston stated that there is a traffic problem due to the front part of the property being fenced off which makes it impossible for the Millsap's to use their driveway; therefore, they have to park in the street. Mr. Preston stated that if the City Council approves the zoning change, that both houses should be on the sewer system, limit the occupancy of the small house to Mr. Millsap's mother, and do something about the parking situation. No one else spoke against the zoning change, and the public hearing was declared closed. After discussion, Councilman Clifford made a motion to approve the zoning change subject to both houses being placed on the City system system. The motion was seconded by Councilman Kent and carried 6 ayes, 0 nays.
