A motion was made by Councilman Clifford to authorize the preparation of an Ordinance revising the Traffic Control Device Map. The motion was seconded by Councilman Bone and carried 6 ayes, 0 nays. Mayor Burnett called for a report from the Committee concerning the Visitors and Convention Council's annual program of work and budget. Councilman Bone, Chairman of the Committee told the Council that there were some questions on the annual program of work and budget for the Visitors and Convention Council, and would like to delay action on this matter until the Committee could meet with Pat Ryan and review the program. City Manager Malone advised that the Council had been furnished a copy of the Visitors and Convention Council's proposed budget which was approved by the Visitors and Convention Council's Board as well as the Board of Directors of the Chamber of Commerce. City Manager Malone said the Committee did have a meeting at 6:45 P. M. this evening, but there were questions that the Committee would like to discuss, and would hold the report for a later date. Bill Sanders, 3235 Robin Road, representing the Breakfast Optimist Club appeared before the Council and gave a brief history of the Breakfast Optimist Club's youth programs. Mr. Sanders requested water serve at no cost to the concession stand at Woodall Field, and estimated the cost to be $600.00 - $700.00 per year. City Attorney Haynes advised that our bonding covenant prohibits giving water away, and suggested this request be made in the form of a pre- budget hearing if the council is interested. i City Manager Malone told the Council that the Breakfast Optimist was unaware of a $35.00 per month meter change when they connected to City water, and they also had additional expenses related to the water connection, and as City Staff could not authorize free water for them, City Manager told the Breakfast Optimist they could convey their needs to the City Council, and it could be considered by the Council during budget hearings that will be coming up later in the year. Brandon Chaney, Engineer, appeared before the Council representing Wayne Brown with a proposed plan of participation by the City of Paris in the drainage for North Park Estates No. 4 and adjacent property on 34th Street N. E., and presented a map of the location of the property. Mr. Chaney gave background information on the system that the City installed which allows the streets to overflow, part of the water runs down the West side of the street which runs into a pipe on the West side of the street and the remainder of the water run into three inlets that was installed at the bottom of the hill. Mr. Chaney said the City's Engineering requirements of this plan was that Mr. Brown consider intercepting all of this water with additional inlets on the East side of 34th Street N. E., going up the hill from the City's property. Mr. Chaney's proposal was to use the opposite side of the street because of problems with the curb and gutter falling off, and he felt it would be more feasible to go down the West side of the Street.
