MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL June 22, 1987 The City Council of the City of Paris met in special session, Monday, June 22, 1987, 5:15 P. M., Council Chambers of City Hall. Mayor Billy J. Burnett called the meeting to order with the following Councilman present: Curtis Fendley, Travis Wortham, Marshall H. Kent, Eric S. Clifford, Bill Bone, and Addie Bufford. Also present were City Manager, Michael E. Malone, City Attorney, T. K. Haynes, and City Clerk, Mattie Cunningham. Before the first item on the agenda, City Manager Malone introduced Herbert Campbell as the new Acting Director of Utilities, and gave background relating to Mr. Campbell's work record. The Council welcomed Mr. Campbell to the City of Paris. Mr. Campbell told the Council that he appreciated the opportunity to be working with the City, and if he could be of any service, to please let him know. Resolution No. 87 -068 resolving that the Central Interceptor from its intersection with North Interceptor at Loop 286, West to a point approximately 500 feet West of Stillhouse Road must be repaired. That repair and restoration of the Central Interceptor is found to be an does justify the declaring of and emergency and the same is hereby declared, that City Staff is hereby authorized to exercise the emergency powers as the same relate to budgeting, expenditures, procurement and bid process with the only requirement being that the City Council of the City of Paris be kept abreast of the progress of the project was present. Ron Pedersen, Staff Engineer, appeared before the Council showing a sample of the original pipe which was approximately 3 1/4 inches when installed, and now is around one inch thick. Mr. Pedersen stated that this is a contributing factor in the cause for the collapses in the concrete sewer line. Mr. Pedersen recommended totally replacement of the Central Interceptor within a two year span. Slip - lining from the east side of North Main to the West end of K -Mart Parking Lot, if possible and cost - effective is recommended during the present fiscal year. After discussion, a motion was made by Councilman Clifford, seconded by Councilman Bone for approval of the Resolution. The motion carried 7 ayes, O nays.
