5, J 1 <br />Mayor Burnett announced that the next item on the agenda was consideration . <br />and action on obtaining the service of--a consultant for an evaluation of <br />the Lone Star Gas Company's rate increase proposal. <br />W. E. Anderson, Director of Finance, appeared before the Council and <br />advised that the information provided is not in the form necessary to make <br />use of, which was provided by the Railroad Commission Rate Analysis <br />software, and due to the time factor, recommended that the Council consider <br />hiring a consultant who can evaluate the data provided, and request any <br />additional data needed. Mr. Anderson stated that the cost would be <br />$5,000.00 to $15,000.00 depending on information needed. <br />A motion was made by Councilman Bufford, seconded by Councilman Folmar <br />authorizing the Director of Finance, W. E. Anderson, and City Manager, <br />Michael Malone to hire a consultant for evaluation of the proposed rate <br />increase of hone Star Gas, and requested that a format be established that <br />could be used for future reference. The motion carried 7 ayes, 0 nays. <br />Mayor Burnett called for discussion on methods to encourage residential <br />development within the City.of Paris. <br />Councilman Folmar suggested forming a Task Force consisting of <br />representatives from the City of Paris, Paris Independent School District, <br />Developers, Builders, Realtors, and Citizens in order to help bring about <br />more building within the City instead of going out side the City, and <br />stated that the City should start putting feelers out to get something <br />going on the Task Force. <br />Donald Wilson, Gene McWaters, and Wayne Brown appeared before the Council <br />discussing the cost of lots out side the City verses inside the City limits <br />plus the difference in the taxes. Mr. Wilson stressed the need to keep <br />quality up concerning building within the City and stated that there were <br />no lots available in Paris, that you would have to go to older parts of the <br />City which would mean the City of Paris would have to improve water and <br />sewer lines along with the streets. <br />
