4 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL February 5, 1987 The City Council of the City of Paris met in regular session, Thursday, February 5, 1987, 5:15 P. M. Council Chambers, City Hall. Mayor Billy J. Burnett called the meeting to order with the following Councilmen present: W. C. Francis, Travis Wortham, Mike Folmar, Jeff. Hoog, and Bill Bone. Also present was City Manager, Michael E. Malone, City Attorney, T. K. Haynes, and City Clerk, Mattie Cunningham. Mayor Burnett declared the public hearing open on the petition of Herman Bailey Sign Ccnpany for a change in zoning from a Commercial District (C) to a Commercial District (C) and Specific Use Permit - Billboard Sign (52) on Lot 51 S. S. L. A. Addition located at 2865 N. E. Loop 286. Joe McCollum, Director of Coanmmity Development, appeared before the Council and presented the minutes of the Planning and Zoning Commission's meeting held on January 5, 1987, and attached hereto as part of these minutes as exhibit A. Mayor Burnett called for proponents to appear, and none appeared. Mayor Burnett called for opponents to appear, none appeared and the public hearing was declared closed. A motion was made by Counci]man'Folmar, seconded by Councilman Hoog for approval of the zoning change and called for an Ordinance to be prepared and presented at the next regular council meeting. The motion carried 6 ayes, 0 nays. Mayor Burnett declared the public hearing open on the petition of Nathan J. Bell for a change in zoning frcan a General Retail District (GR) to a Commercial District (C) on Lot 6, City Block 222-A located on the north side of Lamar Avenue at 23rd S. E. Mayor Burnett called for proponents to appear and Nathan Bell, 624 Church Street, appeared in his behalf stating the lot in question was adjacent to his property located on Lamar Ave. and that the property on both sides of the lot was zoned commercial. Mr. Bell told the Council he would have a better opportunity to use the property if zoned Crcial. Mayor Burnett called for opponents to appear, none appeared and the public hearing was declared closed. After discussion, a motion was made by Councilman Francis, seconded by Councilman Wortham for approval of the zoning change and authorized preparation of an Ordinance to be presented at the next regular council meeting. The motion carried 6 ayes, 0 nays, Mayor Burnett declared the public hearing open on the petition of Nathan J. Bell for a change in zoning frm a General Retail District
