4 <br />MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />February 5, 1987 <br />The City Council of the City of Paris met in regular session, <br />Thursday, February 5, 1987, 5:15 P. M. Council Chambers, City Hall. <br />Mayor Billy J. Burnett called the meeting to order with the following <br />Councilmen present: W. C. Francis, Travis Wortham, Mike Folmar, Jeff. <br />Hoog, and Bill Bone. Also present was City Manager, Michael E. <br />Malone, City Attorney, T. K. Haynes, and City Clerk, Mattie <br />Cunningham. <br />Mayor Burnett declared the public hearing open on the petition of <br />Herman Bailey Sign Ccnpany for a change in zoning from a Commercial <br />District (C) to a Commercial District (C) and Specific Use <br />Permit - Billboard Sign (52) on Lot 51 S. S. L. A. Addition located <br />at 2865 N. E. Loop 286. <br />Joe McCollum, Director of Coanmmity Development, appeared before the <br />Council and presented the minutes of the Planning and Zoning <br />Commission's meeting held on January 5, 1987, and attached hereto as <br />part of these minutes as exhibit A. <br />Mayor Burnett called for proponents to appear, and none appeared. <br />Mayor Burnett called for opponents to appear, none appeared and the <br />public hearing was declared closed. <br />A motion was made by Counci]man'Folmar, seconded by Councilman Hoog <br />for approval of the zoning change and called for an Ordinance to be <br />prepared and presented at the next regular council meeting. The <br />motion carried 6 ayes, 0 nays. <br />Mayor Burnett declared the public hearing open on the petition of <br />Nathan J. Bell for a change in zoning frcan a General Retail District <br />(GR) to a Commercial District (C) on Lot 6, City Block 222-A located <br />on the north side of Lamar Avenue at 23rd S. E. <br />Mayor Burnett called for proponents to appear and Nathan Bell, 624 <br />Church Street, appeared in his behalf stating the lot in question was <br />adjacent to his property located on Lamar Ave. and that the property <br />on both sides of the lot was zoned commercial. Mr. Bell told the <br />Council he would have a better opportunity to use the property if <br />zoned Crcial. <br />Mayor Burnett called for opponents to appear, none appeared and the <br />public hearing was declared closed. <br />After discussion, a motion was made by Councilman Francis, seconded <br />by Councilman Wortham for approval of the zoning change and <br />authorized preparation of an Ordinance to be presented at the next <br />regular council meeting. The motion carried 6 ayes, 0 nays, <br />Mayor Burnett declared the public hearing open on the petition of <br />Nathan J. Bell for a change in zoning frm a General Retail District <br />
