S7u . <br />MINUTES OF THE <br />PLANNING AND ZONING COMMISSION <br />FEBRUARY 2, 1987 <br />The Planning and Zoning Commission of the City of Paris met Monday, February 2, <br />1987, at 7:00 P.M. in the Council Room, City Hall, Paris, Texas, with the <br />following members present: <br />1. Freddy Swaim, Chairman 4. Ronnie Nutt <br />2. Bill Davidson 5. Kyle Perry <br />3. Jacob Hildreth 6. Dorothy Smith <br />Also present were Joe McCollum, Director of Community Development and Dave <br />Tompkins, City Engineer. <br />Chairman Swaim opened the public hearing on the petition of Herman Bailey <br />Sign Co. for a change in zoning from a Commercial District (C) to a Commercial <br />District (C) and Specific Use Permit - Billboard Sign (52) on Lot 5, S.S.L.A. <br />Addition located at 2865 N.E. Loop 286. <br />Mr. Bailey told the Commission he wanted to construct a single pole, 300 sq.ft. <br />billboard sign on the east side of this property. He said one side would ad- <br />vertise Powell Landscaping, which is on the property, and the other side would <br />be leased out. <br />Glen Chapman, owner of property adjacent to the east, was concerned about the <br />sign size and how it would affect the view of his sign and the possibility of <br />other billboards in the area. <br />It was pointed out that billboard signs cannot be placed closer than 500 feet <br />from other another billboard sign. <br />No one else spoke on the matter and the public hearing was closed. <br />Following discussion, a motion was made by Mr. Perry, seconded by Mr. Hil dreth, <br />to recommend approval of the change. The motion carried 6 ayes, 0 nays. <br />Chairman Swaim opened the public hearing on the petition of Nathan J. Bell for <br />a change in zoning from a General Retail District (GR) to a Commercial District <br />(C) on Lot 6, City Block 222 -A located on the north side of Lamar Avenue at 23rd <br />S.E. <br />Mr. Bell was present and told the Commission that the property either side of <br />this lot was zoned Commercial and that it should be zoned the same. He said <br />he would have more opportunity to use the property if zoned Commercial. <br />Dr. Joe Dupree asked if there were any immediate plans to use the lot and there <br />were none. Mr. Bell assured Dr. Dupree that whatever was placed there would not <br />hurt his property because he will be protecting himself also and would not use <br />the property for anything that would detract from his office building. Dr. Dupree <br />voiced further concern about drainage which would affect his property. <br />There was no further discussion and the public hearing was closed. <br />
