MINUTES OF THE <br />PLANNING AND ZONING COMMISSION <br />JANUARY 5, 1987 <br />The Planning and Zoning Commission met in regular session Monday, January 5, <br />1987, at 7:00 P.M. in the Council Room, City Hall, Paris, Texas, with the <br />following members. present: <br />1. Freddie. Swaim, Chairman 5. Bruce McMonigle <br />2. Ozie Battle 6. Ronnie Nutt <br />3. Bill Davidson 7. Kyle Perry <br />4. Jacob Hildreth 8. Dorothy Smith <br />Also present were Dave Tompkins, City Engineer and Joe McCollum, Director of <br />Community Development. <br />Chairman Swaim called the meeting to order and the minutes of December 1, 1986, <br />were approved as presented. <br />The Final Plat of Echols Commercial Addition was recommended for approval <br />on a motion by Mr. Swaim, seconded by Mrs. Smith, subJect to the exceptions <br />listed in City Engineer's Memorandum dated January 5, 1987, marked Exhibit A <br />and attached hereto. The motion carried 8 ayes, 0 nays. <br />Chairman Swaim announced the next item was a request for variances to the. <br />Subdivision Regulations on Southwest Industrial Park. Mr. C.L. Walker, <br />representing the developer, was present and requested that two variances be <br />approved. <br />Variance No. 1, that 2 -42 corrugated Metal Pipes, under a railroad spur be <br />permitted instead of the required concrete pipe. Mr. Walker explained that <br />the pipe had been installed according to Santa Fe Railroad specifications and <br />would handle the storm water flow presently coming under the main railroad line. <br />He agreed to a deed restriction or other method to require the property owner <br />to replace the metal pipe with a concrete structure should the City Engineer <br />deem it necessary because of deterioration or because it is no longer adequate <br />for drainage flow. The City Engineer advised the Commission that this was <br />acceptable in his opinion. A motion was made by Mr. Swaim, seconded by Mr. <br />Perry, to recommend approval of this variance with the stated restrictions. The <br />motion carried 8 ayes, 0 nays. <br />Variance No. 2, that the requirement of a low flow concrete lined drainage <br />ditch along the proposed east west spur railroad just south of the traffic <br />circle be waived until the spur track is constructed. Mr. Walker explained <br />that the spur track normally would be built up with ditches either side. He <br />said that a concrete lined ditch would be constructed along the north side of <br />the spur track when it was installed to carry drainage east and west from the <br />street. Mr. Tompkins noted that without the concrete liner, storm water <br />would erode the drainage way and make City maintenance more difficult. Following <br />discussion motion was made by Mrs. Smith, seconded by Mr. Hildreth, to recommend <br />approval of the variance until the spur is constructed or in the event the spur <br />is not constructed in a reasonable time, until the City Engineer deems it neces- <br />sary to control erosion and flow of storm water. The motion carried 8 ayes, <br />0 nays. <br />
