M. Council Chambers, City Hall. Mayor Billy J. Burnett called the meeting to order with the following Councilmen present: W. C. Francis, Travis Wortham, Jeff Hoog, and Bill Bone. Also present was City Manager, Michael E. Malone, City Attorney, T. K. Haynes, and City Clerk, Mattie Cunningham. Joe McCollum, Director of Community Development, appeared before the Council and presented the minutes of the Planning and Zoning Commission's meeting held on March 2, 1987, and attached hereto as part of these minutes as exhibit A. Mayor Burnett declared the public hearing open on the petition of Tommy V. Frazier for a Site Plan Amendment in a Planned Development Shopping Center District (PD -a) on Lots 9 and 9B, City Block 220-A located on the south side of Pine Bluff Street at 19th N. E. Mayor Burnett called for proponents to appear, and Ms. Tommy V. Frazier, 1210 35th N. E., appeared before the .Council and advised that he planned to build a building for his custom auto accessory and auto care business, it would not degrade the surrounding properties, and that he would agree to the amendments. . Mayor Burnett called for opponents to appear, none appeared and the public hearing was declared closed. City Attorney Haynes stated that there was an item that did not appear on the Site Plan, and the City would like to have a Utility Easementon a portion of the property. Mr. Frazier was in agreement to the Utility Easement. After discussion, a motion was made by Councilman Hoog, seconded by Councilman Bone for approval of the Site Plan subject to the requirements of the City Engineer along with the Utility Easement, and called for the preparation of an Ordinance to be presented at the next regular council meeting. The motion carried 5 ayes, 0 nays Mayor Burnett declared the public hearing open on the petition of D. Lois Stocker for a change in zoning from a Multi- Family Dwelling District No. 1 (Mw-1) to a Commercial (c) on. Lots 3 and 3-A, City Block 126, located at 102 7th S. W. Mayor Burnett called for proponents to appear, and none appeared. Mayor Burnett called for opponents to appear and none appear and the public hearing was declared closed. Councilman Folmar entered the Council chambers and assumed his seat at the council table.
