ORDINANCE NO. 87 -011 AN ORDINANCE FIXING AND DE_ MING THE GENERAL SERVICE RATE TO BE CHARGED FOR SALES OF NATURAL GAS TO RESIDENTIAL AND C CLAL CONSUMERS IN THE CITY OF PARIS, LAMAR CO[WY, TEXAS; PROVIDING FOR THE MANNER IN WHICH SUCH RATE MAY BE CHANGED, ADJUSTED, AND AN►ENDED, AND PROVIDING FOR THE RECOVERY OF ANY CURRENT AND UNRDCOVERID PRIOR RATE CASE EXPENSE, AND PROVIDING FOP A SCHEDULE OF SERVICE CHARGES was presented. A motion was made by Councilman Bone, seconded by Councilman Wortham for adoption of the Ordinance. Roy Sparks, District Manager of Lone Star Gas Company Paris District, appeared before the Council disagreeing with the Consultant's report, and advised the Council that Lone Star Gas was prepared to accept an increase in rate of 11% for Residential and Craw ercial customers. Quinton Hicks, Director of Economics and Development for Lone Star Gas Ccapany, Dallas, Texas also appeared before the Council stating that the rate hike granted by the Council is not enough to recover the cost to service the residential customers and provide a return to investors. Discussion was had concerning the industries purchasing gas from third parties and the city not receiving franchise tax from these sales of gas. After further discussion the motion carried 6 ayes, 0 nays for adoption of the Ordinance. Mayor Burnett called for consideration and action on authorizing the preparation of an Ordinance to remove certain loading zones in the downtown area. City Manager Malone told the Council that Ballard Huddleston, Public Works Director, was working with the Texas Highway Department regarding an overlay project in the downtown area, and the Highway Department wanted to get the streets in the downtown area in shape. In order to do this, the loading zones would have to be removed during the overlay project. After discussion, a motion was made by Councilman Folmar, seconded by Councilman Bone to establish a policy for loading and unloading between the hours of 9:00 A. M. and 11:00 A. M. and 1:30 P. M. and 3:30 P. M., and using off streets for loading and unloading. The motion carried 6 ayes, 0 nays. Mayor Burnett announced that the Council would go into executive session, and declared the regular session closed. City Attorney Haynes report on the service agreement with Lamar County Water Supply District. Mayor Burnett declared the executive session closed, and the regular session open.
